Consideration of Purchase of a Replacement Street Sweeper for the Public Works Department in the Amount of $399,435.75

RECOMMENDATION
Approve the purchase of a replacement street sweeper for the Public Works Department in the amount of $399,435.75.

BACKGROUND
The Public Works Department is currently using a 2005 Schwarze A9000 street sweeper, which has a 15-year operational life expectancy. Based upon its age, the current street sweeper was scheduled to be replaced in 2020. However, replacement was deferred until this year because the equipment remained in solid working condition. Staff have prioritized this piece of equipment for replacement in FY2023-24 and identified the TYMCO Model 600 Regenerative Air Sweeper as a suitable replacement.

Because of the City’s focus on electrification of equipment and vehicles, research was undertaken to determine if any alternative fuel models were commercially available to perform the tasks required to address Piedmont’s needs. Various alternatives were identified, including natural gas, fuel cell, hybrid, and fully electric sweeper models. Substantial tradeoffs exist at this time, including a lack of maintenance garages, reliability concerns, fuel costs or a lack of available fueling locations. All electric models continue to improve, but full-sized units have only been on the market for 2-3 years and long term performance is unknown. Staff will continue to monitor these alternatives moving forward. To meet the City’s current performance specifications for power, run time, reliability and the inclusion of a regenerative air system, an alternative fuel model is not recommended.

The City’s purchasing ordinance allows purchases over the $75,000 when a cooperative purchasing arrangement is utilized. The City is a member of HGACBuy, which is a “Government-to-Government” procurement service available nationwide. HGACBuy holds hundreds of competitively solicited cooperative contracts, including for heavy construction equipment. The price for the street sweeper under this cooperative purchasing agreement is $399,435.75.

FISCAL CONSIDERATIONS
The sum eof $425,000 has been allocated in the FY 2023-24 Equipment Replacement budget for the purchase of this equipment. This purchase falls within the approved budget.
