City of Piedmont
COUNCIL AGENDA REPORT
DATE: September 5, 2023
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of an Amendment to the Authorized Total Construction Budget for the Piedmont Community Pool Project to Add Cost of Competition Lighting, Scoreboard and Timing System with Funding from the Piedmont Recreational Facilities Organization (PRFO)
RECOMMENDATION
By a single motion, take the following actions:
1. Approve an increase of $421,550 to the approved construction budget of $23,870,000 with Wickman Development & Construction to add the cost of Competition Lighting and Scoreboard and Timing System for the Piedmont Community Pool Project for a revised total authorized construction budget in the amount of $24,291,550, which includes the originally approved construction contract amount of $21,700,000 and an approved construction contingency of $2,170,000; and authorize the City Administrator to spend up to this amount.
BACKGROUND
On December 5, 2022, Council awarded a construction agreement to Wickman Development & Construction for the Piedmont Community Pool Project in the amount of $21,700,000, with an approved construction contingency in the amount of $2,170,000, for an overall construction budget of $23,870,000. The total all-in project budget was estimated to be $28,981,000.
The authorized construction budget of $23,870,000 covered all items included in the base bid, including the Pool, the Building and on-site improvements, and improvements within the right-ofway. It excluded all bid alternates, including Competition Lighting and a Scoreboard and Timing System. At the time of award, the decision was made to not proceed with the installation of these items unless the Piedmont Recreation Facilities Organization’s (PRFO) fundraising goal of $2,100,000 was successfully achieved. PRFO has successfully met and exceeded the established fundraising goal, and staff therefore recommend amending the authorized construction budget in the amount of $421,550, the final agreed cost of these two items.
Although these two items were not included in the construction contract at the time of award, a placeholder cost of $435,000 (the amount specified in Wickman’s bid) was included in the total project budget of $28,981,000 to account for these items. As the actual cost of $421,550 is slightly less than the budgeted cost of $435,000, there is no need to increase the project budget, and therefore the Total Project Budget, as previously presented on December 5, 2022, remains unchanged at this time.
FISCAL IMPACT
The costs associated with the installation of Competition Lighting, and a Scoreboard and Timing System will be funded with proceeds raised by PRFO and contributed to the City for the purpose of the Community Pool Project. The total project cost of $28,981,000 remains unchanged at this time.
