COUNCIL AGENDA REPORT
DATE: October 16, 2023
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of FY 2022-23 Year End Appropriations

RECOMMENDATION
By motion, approve the FY 2022-23 year-end General Fund and Other Fund’s appropriations as detailed in this report.

BACKGROUND /SUMMARY
The City Council adopted the FY 2022-23 Budget on June 20, 2022. Additional appropriations were approved by the City Council at the February 6, 2023, meeting. To close the books and appropriately account for the required budget adjustments for the fiscal year, staff recommends that the City Council approve adjustments as detailed below.

Appropriation Requests from the General Fund
Insurance:

Workers Compensation $ 183,934
General Liability 67,093
Public Works 27,665
Total $ 278,692

APPROPRIATIONS
General Fund
All operating department expenditures were lower than budgeted, except for Public Works and Recreation. Staff is not requesting an additional appropriation for the Recreation Department as Recreation revenue exceeded the budget by $452,000, resulting in net revenue of approximately $25,000. In the Non-Departmental area, Workers Compensation and General Liability Insurance costs exceeded budget.

Non-Departmental
Workers Compensation and General Liability Insurance expenses exceeded budgeted figures by $183,934 and $67,093, respectively. The overage was primarily due to a rise in the actuarial determined claim liability reserve requirement. Staff requests FY 2022-23 appropriations be increased by these amounts.

Public Works
Park Stabilization/ Storm Maintenance $ 170,288
Higher than anticipated costs as increased services were needed due to drought (tree removals, drainage issues) and clean up after severe December\January storms. A portion of this overage may be recovered through emergency relief funding from FEMA.

The above overage was offset by various favorable variances, including lower Street Tree Pruning and Solid Waste Consultant Services, totaling $142,623. Staff requests FY 2022-23 appropriation for the Public Works Department be increased by $27,665.
