City of Piedmont
COUNCIL AGENDA REPORT
DATE: May 20, 2024
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of a Resolution Designating Projects for Senate Bill 1 (SB1) Road Maintenance Project for Fiscal Year 2024-25 and Authorization for the Finance Director to Modify the Budget to Reflect Anticipated SB-1 Revenues (Recommended CEQA Action: Exempt under CEQA Guideline Section15301)
RECOMMENDATION
By a single motion, take the following actions:
1. Adopt the attached resolution designating projects for fiscal year 2024-25 funded by Senate Bill 1: the Road Repair and Accountability Act of 2017; and
2. Authorize the Finance Director to make the changes to the budget reflecting the anticipated revenues from SB-1 as mentioned herein and the expenditures for improvements to the 2024-25 Paving Project as mentioned herein.
BACKGROUND
In accordance with State regulations for California Senate Bill 1 (SB-1) funding, cities must adopt specific budget amendments to account for this specific project. Accordingly, staff is recommending that the Council adopt a specific budget amendment to incorporate the SB-1 funding for FY2024-25.
SB-1, enacted in 2017, provides new revenues for road maintenance projects within the City.
According to the State’s projections, for Fiscal Year 2024-25, the City is projected to receive $288,144 in SB-1 revenues. Regulations contained within SB-1 require that projects funded with SB-1 monies be specifically identified, budgeted for and approved by the City Council. Once approved, paperwork is submitted to the State for approval.
The City’s Pavement Management Program (PMP) has produced a list of proposed roadways for varying degrees of improvement in the upcoming five years as shown in the referenced table below. Five years’ worth of roadways are listed, providing flexibility to maximize the address of roadways for each year’s paving project based on available resources and the bidding environment and allow for coordination with utility providers.
Annual projects also incorporate “Complete Streets” components such as sidewalks, pedestrian ramps and/or bicycle lanes as needed. Complete Streets components typically add up to 25% more to the overall project costs for pavement treatment.

Bid documents for the 2024-25 Pavement Restoration Project are scheduled for release in Spring 2025. It is anticipated that construction will take place in late spring and summer 2025, spanning two fiscal years.
CALIFORNIA ENVIRONMENTAL QUALITY ACT
Designating the SB 1 project list is exempt under CEQA Guideline Section 15301 (existing facilities) as this action concerns the maintenance and repair of existing streets and roads, “involving negligible or no expansion of existing or former use.”
FISCAL IMPACT
It is anticipated that the overall construction costs including design, construction, construction management and inspection will be approximately $1,600,000. At this time, the funding sources for the project are anticipated to use a combination of SB-1 and Measure BB funding.
