COUNCIL AGENDA REPORT
DATE: June 3, 2024
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of Approval of a Two-Year Contract with All City Management Services for Crossing Guard Services for an Amount Not to Exceed $191,290 in Fiscal Year 2024-25 and $181,087 in Fiscal Year 2025-26, For a Total Contract Amount of $372,377

RECOMMENDATION
Approve the attached two-year contract with All City Management Services for Crossing Guard Services for an Amount Not to Exceed $191,290 in Fiscal Year 2024-25 and $181,087 in Fiscal Year 2025-26 for a total contract amount of $372,377 and authorize the City Administrator to execute contract documents.

BACKGROUND
The City has contracted with All City Management Services to provide crossing guard services including staffing, roster management, training, and administrative oversight since 1999. A total of seven locations citywide are currently served by All City Management Services. As part of the Community Pool project, an additional location at Magnolia and Bonita was added for the duration of the construction period. The current agreement with All City Management Services is set to expire on June 30, 2024.

The Piedmont Police Department provides contract oversight and validates the presence of crossing guards at specific locations at scheduled times generally five days per week during the school year. The Police Department contacts All City Management Services on the rare occasions when there is a vacancy at a specific location and if necessary, assigns Department personnel to fill in when a replacement cannot be provided.

City staff surveyed the market to identify other companies who provide similar services. The companies located either did not provide similar services in the Northern California area or were non-responsive. This effort was to assess the competitive landscape and was not due to dissatisfaction with the services All City Management has historically provided.

FISCAL IMPACT
The FY 2024-25 Proposed Budget for crossing guard services includes:

An increase to the proposed budget for the shortfall of $6,290 will be made. The Piedmont Unified School District reimburses the City for three of the eight crossing guard locations, totaling approximately $60,000.

Section 2.154 (h) of the City Code provides an exception to the City’s bid procedures when another governmental entity has obtained a bid for services based on its own bidding procedures, the City may purchase the same or substantially the same services for the same amount of the bid to the other governmental entity or within 1% of such amount with the same provider. The proposed pay rate is a lower rate than that which has been approved by the City of Walnut Creek.

The City Attorney has reviewed and approved the attached agreement.
