COUNCIL AGENDA REPORT
DATE: July 1, 2024
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of a Resolution Adopting a List of Projects for Senate Bill 1 (SB-1) Road Maintenance for Fiscal Year 2024-25 and Authorization for the Finance Director to Modify the Budget to Reflect Anticipated SB-1 Revenues (Recommended CEQA Action: Exempt under CEQA Guideline Section15301)

RECOMMENDATION
By a single motion, take the following actions:

1. Adopt the attached revised resolution adopting a list of projects for fiscal year 2024-25 funded by Senate Bill 1: The Road Repair and Accountability Act of 2017.

BACKGROUND
At the May 20, 2024 City Council meeting, staff presented the streets for California Senate Bill 1 (SB-1) funding as part of the FY24-25 Street Rehabilitation Project. After the approved resolution was submitted to the State, it was discovered that the table embedded within the resolution was truncated and three of the columns of data were omitted from the resolution. The attached revised resolution includes the complete data required. The proposed project streets have not otherwise been modified in the revised resolution.

The updated resolution will be resubmitted to the State with the correct information to ensure the City’s SB-1 allocation.

CALIFORNIA ENVIRONMENTAL QUALITY ACT
Designating the SB-1 project list is exempt under CEQA Guideline Section 15301 (existing facilities) as this action concerns the maintenance and repair of existing streets and roads, “involving negligible or no expansion of existing or former use.”

FISCAL IMPACT
By approving the revised resolution, the City will qualify to receive the SB-1 allocation slated for FY24-25 which is estimated at $288,000.
