City of Piedmont
COUNCIL AGENDA REPORT
DATE: September 16, 2024
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of FY 2023-24 Year End Appropriations
RECOMMENDATION
By a motion, approve the FY 2023-24 year-end General Fund and Other Funds appropriations as detailed in this report.
BACKGROUND
The City Council adopted the FY 2023-24 Budget on June 19, 2023. Additional appropriations were approved by the City Council at the February 20th meeting. To close the books and appropriately account for the required budget adjustments for the fiscal year, staff recommends that the City Council approve adjustments as detailed below.
Appropriation requests from the General Fund:
Insurance:
Workers Compensation Insurance $229,677
Administration 17,971
Public Works 15,350
Total $ 262,998
APPROPRIATIONS
General Fund
All operating department expenditures were lower than budgeted, except for Administration, Public Works and Recreation. Staff is not requesting an additional appropriation for the Recreation Department as recreation revenue exceeded budget by $456,000, resulting in net revenue of approximately $163,000. In the Non-Departmental area, Workers Compensation Insurance costs exceeded budget.
Non-Departmental:
Workers Compensation Insurance expenses exceeded budget by $229,677. The overage wasprimarily due to higher than expected claims from the Police and Fire Departments and a rise in the actuarial determined claim liability reserve requirement. Staff requests FY 2023-24 appropriations be increased by these amounts.
Administration:
Legal Fees $ 17,971
Higher than anticipated legal fees.
This overage was offset by favorable variances in personnel costs and other professional service fees. Staff requests FY 2023-24 appropriation for the Administration Department be increased by $17,971.
Public Works:
City Engineer Service $ 15,350
City Engineer Service costs were higher than budget by $130,000 due to increased inspection services performed.
The above overage was offset by lower salary and benefit costs and other consulting fees, primarily solid waste consultant related. Staff requests FY 2023-24 appropriation for the Public Works Department be increased by $15,350.
