COUNCIL AGENDA REPORT
DATE: October 7, 2024
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of a Resolution of for Staff to Apply for Alameda County Transportation Commission (ACTC) Comprehensive Investment Plan (CIP) Grant Funds in the Amount of $1,000,000; Authorize the City Administrator to File a Grant Application to the ACTC for the Moraga Avenue Pedestrian Safety Project

RECOMMENDATION
By a single motion, take the following actions:

1. Adopt the attached Resolution.

2. Authorize the City Administrator to file a grant application with the Alameda County Transportation Commission for the Moraga Avenue Pedestrian Safety Project.

BACKGROUND
Moraga Avenue is one of the few arterial roadways within Piedmont, and it contains several roadway crosswalks that are identified as prominent pedestrian crossings for school children.

Four such locations designated as high priority in the 2014 Piedmont Pedestrian and Bicycle Master Plan (PBMP), and in the 2021 Piedmont Safer Streets Plan (PSS), are the Moraga/Ramona intersection, the Highland/Moraga intersection, the Mesa/Moraga intersection, and the Red Rock/Moraga intersection.

The PBMP and PSS reports list these locations being ideal for permanent blub-outs with accompanying safety improvements, including high visibility crosswalks, new pedestrian ramps, Rectangular Rapid Flashing Beacons (RRFBs), refreshed street paint and new signage.

Public Works staff have confirmed that the Moraga Avenue above listed intersections meet the criteria for Alameda County Transportation Commission’s (ACTC) 2026 Comprehensive Investment Plan (CIP) for funding to perform design and construction of the proposed improvements. Applications are due on October 31, 2024, and grant seekers are required to include a Resolution of Local Support that outlines program commitments. Based on preliminary estimates, improvements are anticipated to cost $1,000,000. Although matching monies are not required from smaller cities within Alameda County for this grant application, this is a competitive grant and the City will earn more scoring points on the overall application if a match is provided. The maximum amount of scoring points tops out when a small city provides a 25% match. As this is a priority project that has been identified in the PBMP and PSS reports, staff recommends providing a 25% match to ensure the application score is maximized. If the grant application is not successful, the proposed matching funds will not be expended. The City is responsible to provide all additional funding beyond the ACTC grant amount.

FISCAL IMPACT
The City anticipates that the total design and construction costs for the proposed project will be $1,000,000. Matching funds will be comprised of Measure BB Funds, Gas Tax Fund, and SB-1 Funds. The funding allocation is anticipated to be as follows:

ACTC Funds $ 750,000
Local Match $ 250,000
Total Cost $1,000,000

CITY ATTORNEY REVIEW
The City Attorney has reviewed the Resolution of Local Support.
