SUBJECT: Consideration of a Memorandum of Understanding for ReddiNet Utilization Between the County of Alameda on behalf of its Alameda County Emergency Medical Services Agency, and the City of Piedmont
RECOMMENDATION:
Approve the attached Memorandum of Understanding for ReddiNet Utilization between the County of Alameda on behalf of its Alameda County Emergency Medical Services(EMS) Agency, and the City of Piedmont.
BACKGROUND
The County of Alameda and the City of Piedmont entered into a three-year agreement in 2016 and a five-year agreement in 2019 to allow Piedmont to access ReddiNet. ReddiNet is a dedicated, computer-based emergency medical communications network utilized by EMS Agencies, hospitals, EMS providers, and dispatch centers throughout Alameda and Contra Costa Counties.
The ReddiNet system facilitates and exchanges critical information electronically via text messages and emails regarding Emergency Room status, mass casualty incidents, training exercises and disaster related information both locally and regionally. Messages are received on fire department computers and cell phones, keeping Fire Officers and Paramedics informed of events that impact medical responses and hospital emergency room status. Access to this system allows for coordinated information and decision-making regarding patient care and transport destinations, ensuring Piedmonters receive the best care available.
This is a five-year agreement, retroactive to July 1, 2024 through June 30, 2029.
FISCAL IMPACT
None.

RECITALS
ReddiNet is a computerized dedicated emergency medical communications network owned by the Hospital Association of Southern California (“HASC”).
ReddiNet facilitates information exchange among hospitals, emergency medical services agencies, paramedics, dispatch centers, law enforcement, homeland security, public health officials and other health care system professionals in local and regional communities.
ReddiNet is widely used within Alameda County by receiving hospitals, clinics, Alameda County Regional Emergency Communications Center, EMS and ambulance transport providers.
Use of ReddiNet improves PIEDMONT FIRE’s ability to respond to a mass casualty incident or disaster, as well as to monitor hospital emergency dispatch status and services.
COUNTY EMS and HASC entered into the ReddiNet Master Agreement with the County of Alameda effective July 1, 2024, under which HASC will provide limited access to ReddiNet to designated fire departments that provide ambulance service to Alameda County.

c. Payment - COUNTY EMS is responsible for payments to HASC for the use of the ReddiNet pursuant to the license agreement under the user name of North County Fire, to include the fire departments for the following cities: City of Berkeley, City of Albany, City of Alameda, and City of Piedmont.
