City of Piedmont
COUNCIL AGENDA REPORT
__________________________________________________________________ DATE: November 4, 2024
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of the Purchase of One Police Vehicle and Outfitting to Replace Existing Police Vehicle and Equipment in the amount of $115,000; Authorization for the City Administrator to Execute Related Contract Documents
___________________________________________________________________________
RECOMMENDATION
Approve the purchase of one police vehicle and outfitting to replace an existing police vehicle and equipment in the amount of $115,000; authorize the City Administrator to execute contract documents for the purchase of a 2025 Ford Hybrid Sport Utility Vehicle (SUV), Police Interceptor package, extended warranty and the associated outfitting, consisting of emergency response and communication equipment required to put the vehicle into service.
BACKGROUND
The FY 2024/25 Budget for the Piedmont Police Department included the planned replacement of a 2019 Ford Interceptor police vehicle currently in service. The vehicle has exceeded five years of service and has required increased repairs and maintenance due to age and mileage which is currently over 70,000 miles. Limited supply of law enforcement rated vehicles in the marketplace, the number of units that reached end-of-life, and several criminal incidents involving suspects intentionally ramming occupied police vehicles during enforcement activity, have contributed to the challenge of maintaining the City’s fleet.
Purchasing procedures are outlined in the Piedmont City Code and staff located a vehicle for purchase within the City Administrator’s signature authority. The City Administrator authorized staff to acquire the vehicle out of operational necessity with the understanding that the outfitting of the unit which would exceed her signature authority would be brought before the City Council for final approval.
The Ford SUV Police Interceptor is widely used throughout California as a police response vehicle. The City of Piedmont has two of these vehicles in its current fleet. The Department has been pleased with their durability, reliability and functionality.
Staff have continually evaluated gasoline alternatives in accordance with the City’s Climate Action Plan. While necessary infrastructure for an electric police fleet has not been established, this is the first hybrid Police Interceptor the City has acquired. It will emit less pollutants than the standard gasoline vehicle and provide cost savings in fuel. Studies have shown the hybrid engine option could save approximately 1,200 gallons of gas per year. At $4.00 per gallon, a savings of $4,800 per year is estimated and $24,000 over five years is estimated.
Standard warranty coverage from Ford comes with a three year – 36,000-mile warranty. Staff recommends the City of Piedmont secure a five year – 100,000-mile warranty for an additional cost of $2,450. This provides complete premium warranty coverage for the life of the car with the City at a rate of $40.83 per month. This type of warranty coverage has proved beneficial to the City for the past four cars purchased.
ADDITIONAL INFORMATION
The City must use Motorola for the radio equipment as it is the vendor selected through a competitive process by the East Bay Reginal Communications System Authority (EBRCSA) of which the City is a subscriber. The vendor for the mobile computer equipment provided a bid through a cooperative purchasing program with the State of California in accordance with City Code Section 2.154(h).
Staff has also obtained multiple quotes for the vehicle and the vehicle outfitting package, to ensure the City is receiving the best pricing in adherence with the purchasing procedures for all components of this purchase.
Staff proposes to purchase the vehicle and extended warranty from Chalmer’s Ford and the outfitting package through Priority 1 Public Safety Equipment Installation, Inc. (“Priority 1”).
The vehicle quotes were obtained from vendors who had a hybrid police interceptor in stock.
This was done to prevent the long lead times (six months) for a vehicle to be factory built.
Quotes include the cost to ship and the warranty expense. To ensure the City was receiving the best value, quotes were solicited for the vehicle and build-up.

FISCAL IMPACT
Funds from the Equipment Replacement Fund for police vehicles in the amount of $96,000 have been budgeted in the FY 24/25 for this request. The requested amount of $115,000, which is over the total anticipated cost of $105,164, includes a contingency for unanticipated costs. The overage will be absorbed by the Police Department’s FY 2024-25 general fund budget.

Shift Inter-Lock System
• The shift interlock system (Optional) prevents the gear selector (shifter) from shifting out of “park” unless the foot switch is depressed. (3 second activation) • The shifter will remain “enabled” for:
• 3 seconds after pressing the foot switch
• 60 seconds after the vehicle is shifted from “drive” to “park” • This two-action requirement is designed to prevent unauthorized use. • The system is enabled when the master Patrol Power/ siren system is “On”. bluePRINT SYNC:
• bluePRINT SYNC (when equipped) will unify the lighting functions of all sync equipped vehicles across the fleet. • Provides true warning system coordination between vehicles • Sync-equipped vehicles will automatically flash in perfect timing with each other • Sync reduces the distractions and confusion of multiple, random flashing lights. Approaching drivers can better judge the emergency vehicle’s status. • Sync enhances the professional image of all warning or response vehicles on a scene • Sync enhances the tactical presence of police by calming scenes and implying control Brake with Warn:
• Automatically changes the lighting signal to the rear of the vehicle for heightened “braking awareness” • “Brake with Warn” is enabled when warning lights are on (1,2 or 3) and the vehicle is above 15 MPH • “Flicker Brake” of select lightbar modules and under spoiler LED’s. Other lights will have reduced intensity or be momentarily deactivated • Feature avoids the OEM brake lights from being un-noticed by the brighter warning lights.
Lightbar Corner Module Disable:
• To preserve the officer’s vision the lightbar corner modules will be disabled when either the driver or passenger side doors are open respectively. • The driver’s door will keep the driver’s corner module deactivated for 15 seconds after the door is closed, allowing time to make a safe approach • All modules will return to normal operation immediately when the vehicle is shifted into any drive gear.
Reverse White Lighting:
• The rear under spoiler LED’s and the rear side ¼ glass LED’s will automatically activate in white reverse mode when the vehicle is in “reverse” Arrow with Turn Signal:
• The left and right lightbar directional arrow will activate with the turn signals while in level 1,2 or 3 when the transmission is also in “park’ position. • This is to allow arrow activation via steering wheel controls to maintain eye contact with suspect vehicles during traffic stops.
Control Panel Backlighting:
• The control panel backlighting will closely match the instrument cluster illumination ranging from off, low, medium and high.
System Timer:
• The lighting control system, radio and other accessories will remain active for 30 minutes after the ignition is turned off. • The computer / model will remain active for 1 hours if voltage is above 11.5V. • Prevents dead batteries
Master Breaker: (Accessibly Located Under Driver’s Seat) • All aftermarket equipment will be disconnected from the vehicle / battery • Open (Off) the breaker in vehicle will be removed from service for an extended period, or driven by an unauthorized user • The Shift Inter-Lock security system will be bypassed when the master breaker is open (Off). Panasonic Values
Core Manufacturing – Panasonic is the only major manufacturer that designs, engineers, builds and tests its rugged mobile computers in its own factory – ensuring quality control, consistency and components are monitored every step of the way. This results in Toughbook’s higher reliability rate, parts availability and better lifecycle management over other rugged computers.
Battery Life & Hot-Swappable – Mission critical situations require a device that won’t quit. As the world’s leading battery manufacturer, Panasonic’s battery life typically surpasses the competition, and in addition, many Toughbook computers offer long-life batteries and/or bridge batteries for hot swap battery replacement and continuous use without shutting down or hibernating.
Compliance – Keeping data secure is a crucial component for all public safety agencies, which is why Toughbook devices come with a Trusted Platform Module [TPM] 2.0 secure chip (or have the upgrade option). Furthermore, Toughbook products meet CJIS security requirements for two-factor authentication.
Failure Rates – Having your mobile computing device fail during an emergency, or even in daily use, is not an option, which is why Panasonic engineers its products to withstand whatever you might throw at them. Toughbook failure rates are the lowest in the industry. TOUGHBOOK rugged devices have the lowest failure rates in the industry and are 72% more reliable than other rugged devices (based on comparing device failure rates). Compares Panasonic actual data for TOUGHBOOK computers to data gathered by IDC on consumer and rugged laptops, tablets, and handheld devices and reported in The Case for Deploying Rugged Devices in Your Organization. Durability
Since the 1960s, the U.S. Department of Defense (DOD) has set standards for rugged device performance. Through a series of tests collectively known as MIL-STD-810G (MIL-SPEC), manufacturers simulate how a mobile device will operate under a variety of extreme stressors and environmental conditions. Once a device passes certain MIL-SPEC certifications, it’s approved for use by DOD workers.
This validation indicates that the device should be able to meet the demands of mobile professionals in challenging work environments. MIL-SPEC Change 1 is the specification’s latest version and has become a common benchmark across the industry in validating whether or not a device can be considered rugged.
TRANSIT DROP Method 516.7—Procedure IV
The top height from which a device is dropped and still turns on and operates. Drops are one of the most common causes of damage to mobile devices, especially in nontraditional working environments. In this test, a device is dropped from various heights at 26 different angles onto 2-inch-thick plywood over a steel plate on concrete.
BLOWING RAIN Method 506.6—Procedure I
Ability to stay operational in a simulated rain- and windstorm. Few mission-critical workers can put their work on hold due to a rainstorm. This test blasts a device with 5.8 inches per hour or more of rain and 70 mph winds for 30 minutes per surface.
HIGH TEMPERATURE Method 501.6—Procedure I & II
Impact of extreme high temperatures on a device. Mobile workers need to trust that their devices have the ability to operate at extreme temperatures. For example, temperatures in a vehicle can reach 120°F in less than 40 minutes on a 93° day. This test determines if a device can continue to operate at 140°F for 30 minutes, as well as the nonoperational impacts of 160°F for 7 days.
TEMPERATURE SHOCK Method 503.6—Procedure I
Thermal shock impact on a device’s screen readability and internal electronics. This tests how the device reacts to going from one extreme temperature to another, with three cycles of moving between 200°F and -60°F.
HUMIDITY Method 507.6—Procedure I & II
How a device handles humid environments and adapts to extreme weather. The device is first tested for a 15-day cycle between 91°F at 80% relative humidity and 160°F at 14% relative humidity. It’s then tested in temperature cycles of 86° F to 140°F at 95% relative humidity.
HIGH ALTITUDE Method 500.6—Procedure I & II
Measures high-altitude impact on a device while it’s being used and at rest. The reduced atmosphere at high altitudes makes it easier for vibrations to cause impacts between a device’s needle and platter. This test measures device performance in an altitude chamber that simulates 15,000 feet or more above sea level under low pressure SAND AND DUST Method 510.6—Procedure I & II
How a device handles dusty environments and desert sandstorms. This test blows dust and sand at an unsealed device over several hours in a 140°F environment.
LOW TEMPERATURE Method 502.6—Procedure 1 & II
Impact of extreme low temperatures on a device. To verify that a device can operate in extreme winter conditions without experiencing hard drive damage or SSD data loss, this test places the device in a -20°F environment for 30 minutes with the unit on and -60°F with it off.
VIBRATION Method 514.7—Procedure I & II
Reliability of device operation in environments with significant vibrations. Whether used in patrol cars, tanks, ambulances, forklifts or helicopters, mobile devices need to reliably function in heavy-vibration environments. This test simulates the vibrations typically experienced in flight or in an off-road vehicle.
Exhibit I Agenda Report Page 49 of 59
EXPLOSIVE ATMOSPHERE Method 511.6—Procedure I
Verifies device won’t cause an ignition in explosivegas environments. Places the device in a sealed chamber with highly flammable hexane, while under pressure ranging from 1.50 PSIA to 14.30 PSIA at a temperature of approximately 140°F Ingress Protection
The CF-33 has an IP65 Ingress protection rating, certifying that it is dust and splashed water protected.
An IP rating is made up of two numbers: The first indicates protection against dust on a scale from 0 to 6, with 6 being the highest level of protection; the second is protection against liquids on a scale from 0 to 9, with 9 being the highest level of protection.

Stable Footprint Value Add
Panasonic knows that swapping out peripheral equipment every refresh is costly and time prohibitive. Their purpose built machines are thoughtfully designed to extend the compatibility of peripheral equipment as long as possible. A great example of this is for the previous model of fully rugged clamshell, the units had the same dock/form factor for 17 years. The CF-33 is very young in it’s form factor life – it is only in Mark 2.
