City of Piedmont
COUNCIL AGENDA REPORT
DATE: April 21, 2025
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of Civic Center Parking Plan Modifications
RECOMMENDATION
Provide policy direction to staff regarding desired modifications to the Civic Center Parking Plan.
DISCUSSION
In anticipation of the opening of the Community Pool and after six years of construction activity, the City is revisiting the subject of parking in the Civic Center area. City staff are performing a comprehensive review of public parking along Bonita Avenue, Hillside Avenue, Highland Avenue, Magnolia Avenue, and Vista Avenue. The Civic Center Residential Parking District is assumed to remain unchanged.
At the March 17th meeting, City staff presented a “maximum” parking scenario with the expressed intention of providing the greatest number of parking spaces that can be achieved within the Civic Center based on industry standards, best practices, compliance with City Code, and State and Federal laws.
A total of 396 total parking spaces can be achieved by restriping within the Civic Center under the “maximum” parking scenario. Significant features of the “maximum” parking scenario include the following:
Highland Avenue (between Sierra Avenue and Sheridan Avenue) Permanent installation of 16 (formerly temporary) diagonal parking spaces along the Highland/Sheridan strip
Bonita Avenue (between Vista Avenue and Oakland Avenue) Agenda Report Page 2
One-way vehicular traffic in the northbound direction of Bonita Avenue, eliminating the pick up / drop off zone, adding 17 new parking spaces (2 of which are ADA compliant) by reorienting from parallel to diagonal parking on the east side of Bonita Americans with Disabilities Act (ADA) Compliant Parking Spaces Provision of 16 ADA compliant spaces in alignment with the requirement of 4% of roughly 400 public parking spaces within the Civic Center
On March 17, 2025, Council consensus was established for the following:
• Use of school pick up/drop off areas during non-peak hours • Addition of a pick up / drop off area on Magnolia for the Community Pool Since the meeting, the services of transportation consultants, Fehr & Peers, were contracted to obtain traffic counts to analyze flow circulation. The analysis is expected to be available by the end of April.
At this time, staff is requesting Council’s confirmation of designated ADA, time limited, pick up/drop off and public safety fleet areas. Staff will return on May 5th with a final plan that will include any additional designated areas and the potential conversion of Bonita Avenue.
