By a single motion, take the following actions regarding Parking in the Civic Center Area:

2. Authorize staff to implement modifications and adjustments in conformance with the adopted policy on a going forward basis.
DISCUSSION
In the months of March, April and May of this year, the City Council discussed various dimensions of the topic of parking supply and demand in the Civic Center Area, inviting and receiving public input from residents and additional stakeholders, including Piedmont Unified School District. The Civic Center Area generally includes segments of Oakland Avenue, Magnolia Avenue, Bonita Avenue, Hillside Avenue, Highland Avenue and Vista Avenue. Building on multiple discussions, Council provided policy direction regarding the Civic Center parking plan on May 5, 2025.
Policy priorities for parking in the Civic Center Area are as follows:
1. Ensure the public’s access to Civic Center Area destinations by maximizing available onstreet parking and adhering to best practices for public safety.
2. Maintain PD’s ready access to emergency vehicles.
3. Provide ADA compliant parking spaces where possible.
4. Establish a pick-up/drop-off zone in the immediate vicinity of the community pool.
5. Establish or expand pick-up/drop-off zones in the vicinity of schools as appropriate to facilitate safe circulation.
6. Provide limited duration parking (2-hour, 30-minute, and 15-minute) in proximity to commercial buildings, the tennis courts, 801 Magnolia Avenue, Piedmont Park, and the Community Pool.
7. Preserve EV charging spaces committed under the 10-year license agreement with AVA Community Energy and in alignment with City’s Climate Action Plan.
8. Allow limited duration parking during non-school hours in select pick-up/drop-off zones.
9. Maintain the existing residential parking district.
10. Provide designated employee parking for City and Piedmont Unified School District (PUSD) staff.
11. Establish a parking permit program to better manage the distribution of parking passes.
Staff recommends adopting clearly stated Policy Priorities for Parking in the Civic Center Area to guide future activities. Council policy provides an efficient pathway that will inform operations, including maintenance of circulation improvements. Minor modifications to striping and signage are scheduled for installation in the coming weeks during PUSD’s summer break and in advance of the Community Pool’s opening.
