City of Piedmont
COUNCIL AGENDA REPORT
DATE: July 7, 2025
TO: Mayor and Council
FROM Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of Purchase of a Replacement CCTV Van with CUES Sewer Inspection Equipment for the Public Works Department in the Amount of $282,552.82
RECOMMENDATION
Approve the purchase of a replacement Closed-Circuit Television (CCTV) Van with CUES Sewer Inspection Equipment for the Public Works Department in the amount of $282,552.82.
BACKGROUND
The Public Works Department is currently using a 2010 Freightliner 3500 CCTV Van, which has a 15- year operational life expectancy. Based upon its age, the current CCTV van was scheduled to be replaced in 2025. Because of the frequency of reoccurring maintenance issues, staff recommend proceeding with vehicle replacement per the vehicle replacement schedule. This van and sewer inspection equipment is critical to the performance of continuous sewer maintenance operations, including activities mandated under Consent Decree. Staff have prioritized this piece of equipment for replacement in FY2025-26 and identified the Ford All-Electric Transit Van as a suitable replacement.
Because of the City’s focus on electrification of equipment and vehicles, research was undertaken to determine if a commercially available all-electric model was suitable to perform the tasks required to address Piedmont’s needs. Crews reviewed several alternatives and requested onsite demonstrations for fully electric and natural gas models. Level 2 charging infrastructure is already in place at the Corporation Yard, allowing the new van to charge overnight while not in use. Based on staff review and reference checks, staff recommend proceeding with Ford All-Electric Transit Van.
The City’s purchasing ordinance allows for utilization of cooperative purchasing arrangements. The City is a member of HGACBuy, which is a “Government-to-Government” procurement service available nationwide. HGACBuy holds hundreds of competitively solicited cooperative contracts, including for vehicles and heavy construction equipment. The price for the CCTV van under this cooperative purchasing agreement is $282,552.82.
FISCAL IMPACT
The sum of $350,000 has been allocated in the FY 2025-26 Equipment Replacement budget for the purchase of this equipment. This purchase falls within the approved budget.
