COUNCIL AGENDA REPORT
DATE: September 2, 2025
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Appointments to Planning Commission

RECOMMENDATION
Make appointments to the Planning Commission for two upcoming vacancies:
• A seat with a term ending March 31, 2026.
• An alternate seat with a term ending March 31, 2028.

BACKGROUND
The City Council conducted interviews for vacancies on the Planning Commission on March 10, 2025, and made appointments to open seats that existed at the time. Overall, the quality of the candidate pool was strong and the number of candidates exceeded the number of vacancies.

Since the March meeting, Planning Commissioner Aradhana Jajodia resigned her position effective September 19, 2025, creating a vacancy on the body. Applications submitted as part of the 2025 recruitment for the Planning Commission are now presented for consideration. These candidates have confirmed ongoing interest in community service.

Experience related to this appointment
I am a practicing real estate attorney handing both transactions and litigation. Although the core of my practice does not focus on land use and planning, I have handled numerous matters for clients with land use and planning components. Additionally, my curriculum in law school included studies in land use, planning, and environmental resources.

Why are you seeking this appointment?
I have a longstanding interest in public service which prompted me to enter law school. I had numerous internships at public entities, including the California Public Utilities Commission, San Francisco City Attorney's Office, and District of Columbia Public Defender Service.

However, after obtaining my law degree, the public service job market was challenging.

Therefore, I focused primarily on building my career and starting a family. I now volunteer for my children's educational and extracurricular activities (e.g. Assistant Scoutmaster for Piedmont Council Troop 11), but I have wanted to expand my service activities to more of my fellow Piedmont citizens. I feel that the Planning Commission's focus has the most overlap with my experience.
