Hello City Council,
I received notice from FOMC on the Study Session this Monday about the California Surplus Land Act. The staff report is quite informative and the options proposed seem to have major ramifications for implementation of the Housing Element. What I didn't see in the report was a reason for Council to provide direction for staff to proceed with one option at the Monday meeting (text from staff report provided below).

This is a study session with relatively complex subject matter and from my reading of the staff report your decision has serious ramifications of the affordability of the project and possibly selection of the canyon site on which housing could proceed, a topic of great interest to your constituents. From my experience, this study session has not received the public awareness or notice for you to proceed with the decision staff asks of you. In addition, the meeting is not very conducive to public participation - it's being held during the work day with no online access. You should hold off on direction to staff and provide for a better public hearing on this matter.

Receive a presentation from staff and the City’s consultant team containing information on the California Surplus Land Act (SLA) and criteria for an exemption from the SLA in relation to a solicitation for proposals from housing developers for the Moraga Canyon Specific Plan (MCSP).

Provide staff direction to either:

A. Prepare a Notice of Availability in conformance with the SLA; or B. Prepare a declaration of exemption from the SLA, with further direction on the level of affordable units.
