City of Piedmont
COUNCIL AGENDA REPORT
DATE: May 18, 2026
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of Adoption of a Resolution Authorizing the City Administrator to Enter into a Funding Agreement with the State Water Resources Control Board for the Phase 6 Sanitary Sewer Rehabilitation Project
RECOMMENDATION:
Adopt the resolution authorizing the City Administrator, or designee, to enter into a funding agreement with the State Water Resources Control Board and execute related documents for the Sewer Rehabilitation Project Phase 6.
BACKGROUND:
The City continues to implement ongoing rehabilitation and replacement improvements to its sanitary sewer system infrastructure to maintain system reliability, reduce inflow and infiltration, and comply with applicable regulatory requirements. Sewer Rehabilitation Project Phase 6 is anticipated to replace or rehabilitate approximately 17,000 feet of aging City sewers, or approximately 12% of the total sanitary sewer system. Upon completion of Phase 6, approximately 92% of the sewer system will have been rehabilitated.
Phase 7, which is currently in the design phase, is anticipated to complete the remaining rehabilitation of the system. Completion of the remaining sewer rehabilitation work is a key component of the City’s obligations under the Consent Decree entered into with the United States Environmental Protection Agency in September 2014.
The City has submitted an application to the State Water Resources Control Board seeking financial assistance for the Project. As part of the funding requirements, the State requires the City Council to adopt a resolution authorizing the City to enter into a funding agreement and designate an authorized representative to execute related documents and certifications associated with the Project.
The proposed resolution authorizes the City Administrator, or designee, to execute the funding agreement and related amendments, invoices, and disbursement requests, and to carry out all administrative responsibilities associated with the funding agreement.
Approval of the resolution is an administrative requirement necessary for the State to finalize and execute the funding agreement for the Project. Once the funding agreement is executed, the Project will proceed to bid and construction.
FISCAL IMPACT
There are no additional financial considerations for this item that have not been previously discussed and approved. The project is currently estimated to cost approximately $8,041,925, which is the amount of the requested financing from the State. The total cost includes planning, design, construction, construction management and inspection.
