COUNCIL AGENDA REPORT
DATE: June 15, 2026
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration of a Modified Resolution Designating Projects for Senate Bill 1 (SB-1) Road Maintenance for Fiscal Year 2026-27 and Authorization for the Finance Director to Modify the Budget to Reflect Anticipated SB-1 Revenues (Recommended CEQA Action: Exempt under CEQA Guideline Section15301)

RECOMMENDATION
By a single motion, take the following actions:

1. Adopt the attached modified resolution adopting a list of projects for Fiscal Year 2026-27 funded by Senate Bill 1: The Road Repair and Accountability Act of 2017; and

2. Authorize the Finance Director to make the changes to the budget reflecting the anticipated revenues from SB-1 as mentioned herein and the expenditures for improvements to the 2026- 27 Paving Project as mentioned herein.

BACKGROUND
At the May 4, 2026 City Council meeting, staff presented an item with recommended streets to be funded by California Senate Bill 1 (SB-1) in the FY26-27 Street Rehabilitation Project. Following submission of the Council resolution, the City received comments regarding its omission of required information. Once approved by the City Council, the attached resolution addresses all outstanding matters and enables the City to receive its SB-1 allocation.

CALIFORNIA ENVIRONMENTAL QUALITY ACT
The SB-1 project list is designated as exempt under CEQA Guideline Section 15301 (existing facilities) as this action concerns the maintenance and repair of existing streets and roads, “involving negligible or no expansion of existing or former use.”

FISCAL IMPACT
By approving the revised resolution, the City will qualify to receive the SB-1 allocation slated for FY2026-27 which is estimated at $316,163.
