SUBJECT: Consideration of Purchase of a Replacement Mid-Sized Pick-up Truck for the Public Works Department in the Amount of $68,917
RECOMMENDATION
Approve the purchase of a replacement 4x4 Ford F-150 SuperCrew mid-sized pick-up truck for the Public Works Department in the amount of $68,917.
BACKGROUND
The Public Works Department is currently using a Dodge 1500 pick-up truck, which has an expected 10-year operational life expectancy and was listed for replacement in 2027. The vehicle is currently inoperable as a result of mechanical engine issues and requires in excess of $20,000 in repairs to return to service. Based upon its age, the frequency of reoccurring maintenance issues, and current condition, replacement has been accelerated and prioritized. This vehicle is utilized daily by the Public Works Supervisor and replacement is critical to the performance of the department. Staff have prioritized this piece of equipment for replacement in FY2026-27 and identified the 4x4 Ford F-150 SuperCrew midsized pick-up truck as a suitable replacement.
Because of the City’s focus on electrification of equipment and vehicles, research was undertaken to determine if a commercially available all-electric model was suitable to perform the tasks required to address Piedmont’s needs. Ford is discontinuing the Ford F-150 Lighting and other available truck models, such as the Tesla Cybertruck, Rivian R1T, and Chevrolet Silverado EV, were evaluated and determined to be inappropriate for purchase. Based on staff review and reference checks, staff recommend proceeding with the 4x4 Ford F-150 SuperCrew pick-up truck.
The City’s purchasing ordinance allows for utilization of cooperative purchasing arrangements. The City is a member of HGACBuy, which is a “Government-to-Government” procurement service available nationwide. HGACBuy holds hundreds of competitively solicited cooperative contracts, including for vehicles and heavy construction equipment. The price for the 4x4 Ford F-150 SuperCrew pick-up truck under this cooperative purchasing agreement is $68,917.
FISCAL IMPACT
No additional funds are requested. Funding of $100,000 for purchase of this equipment is included in the FY 2026-27 Equipment Replacement Fund Budget. The proposed budget, including this appropriation, is scheduled for City Council consideration at the June 15, 2026 meeting.
