5 Introduction and
First Reading of
Ordinance 792 N.S.

City Administrator Bayon Moore introduced the ordinance to the Council. As instructed during the meeting of June 1, 2026, staff excluded a percentage increase of the real property conveyance tax so the Council could discuss and arrive at a consensus this meeting.

City Administrator Bayon Moore will know the final language of Taxpayers Protection Act currently being created by the state of California, and whether it will be on the November ballot by the end of June. This act could cap or eliminate the City’s conveyance tax. The Council decided to still pursue an increase and address the tax being eliminated if it happens.

The Council decided to set the percentage at 1.75% and reconsider the percentage based on the Taxpayers Protection Act. The Council discussed neighboring cities transfer tax rates, the desirability to be aligned with other local jurisdictions while at the same time being conscious of affordability issues occurring in the US. They also instructed staff to change the gendered language in the ordinance to be gender-inclusive.
