COUNCIL AGENDA REPORT
DATE: July 6, 2026
TO: Mayor and Council
FROM: Rosanna Bayon Moore, City Administrator
SUBJECT: Consideration to Award the Contract for the Hampton Park Artificial Turf Replacement to FieldTurf in the amount of $171,824 Approval of an Overall Construction Budget of $189,006 and a Finding that the Project is Categorically Exempt Under the California Environmental Quality Act (Guideline Section 15301(c)).
RECOMMENDATION
By a single motion, take the following actions regarding the Hampton Park Artificial Turf Replacement Project:
1. Approve the award of the Contract for the Hampton Park Artificial Turf Replacement to FieldTurf in the amount of $171,824.
2. Approve the overall Estimated Construction Budget of $189,006.
3. Find the project to be exempt under the California Environmental Quality Act Guideline 15301(c).
4. Authorize the City Administrator to execute project related documents.
BACKGROUND
The artificial turf infield at Hampton Park was first installed as part of the 2016 park renovation project. The artificial turf replaced a dirt infield that historically washed out during the rain season due to poor field drainage and excessive field slope. New drainage and regrading of the field have performed well, and the field is a highly used facility for youth sports and Recreation Department activities.
In FY22-23, approximately six years after the initial installation, the artificial turf exhibited signs of extensive wear and damage in the heavy use zones at the batter’s box and first and second bases.
These areas could not be repaired with routine maintenance and the City contracted to have the three damaged areas replaced with infill turf.
The City’s artificial fields are serviced twice a year through a contract with FieldTurf’s maintenance staff. During their most recent visit, the turf maintenance staff reported substantial tears in the path between second and third bases causing concern for the safety of youth players.
They also noted that the quality of the turf blades had degenerated to the point that made it challenging for turf to continue to hold sand and cork infill. Artificial turf has an approximate life expectancy of 8-10 years, and we are now at that threshold for replacement.
DISCUSSION
In June of 2026, Public Works staff contacted FieldTurf, a California Multiple Award Schedule (CMAS) certified company, to prepare a bid to replace the infield. To ensure the artificial turf specifications and proposal met the City’s current needs, the City also procured the services of Lloyd Engineering, a consulting firm that specializes in turf replacement projects and previously assisted the City on turf projects at Linda Beach Field and Hampton Field.
Lloyd Engineering investigated the existing synthetic turf infield conditions, reviewed programming elements and conducted flood/drainage tests. The test results showed that the field subbase continues to drain well, and stringline tests measurements showed that overall field planarity has maintained its original grade. Lloyd Engineering will continue to work with the City offering pre-construction support, site visits, approval of samples and shop drawings review. The Recreation Department has requested that the markings on the field reflect updated baseball and softball pitching requirements. Removable pitching rubber mounds and safety bases will also be included in the proposed improvements.
The attached contract is for the purchasing and installation of the artificial turf using the CMAS procurement process. The City’s purchasing ordinance allows for the use of a cooperative purchasing as an alternative to conventional bidding. The City is a member of CMAS which is a national cooperative procurement organization offering publicly solicited contracts to government entities nationwide. CMAS holds hundreds of competitively solicited cooperative contracts, including for artificial turf installation. The CMAS bid price for the artificial turf and installation under this cooperative purchasing agreement is $171,824.
SCHEDULE OF CONSTRUCTION
If the contract is awarded at this City Council meeting, it is anticipated that the work will begin in mid-August with approximately 3 weeks to complete installation. Accordingly, the project covered under this scope of work should be completed in September.
ENVIRONMENTAL REVIEW
This project is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines section 15301, which applies to the repair and maintenance of existing public facilities that involve negligible or no expansion of use. Because the project concerns the repair of existing public facilities, this project is exempt under Section 15301.
FISCAL IMPACT
Based on the recommended award amount, staff is proposing the following budget:
Construction $ 171,824
Construction Contingency (10%) $17,182
Total Estimated Project Construction Budget $189,006
Funding for the project is included in the Approved FY 2026-27 budget. The funding breakdown is:
Agenda Report Page 2
Facilities Capital Funds $ 189,006
Total Estimated Project Construction Budget $ 189,006
The project remains within the total allocated budget.
