PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.A
SUBJECT/TITLE:

PREQUALIFICATION OF DESIGN-BUILD ENTITIES FOR THE PUBLIC SAFETY

FACILITY DESIGN-BUILD PROJECT
RECOMMENDATION:

Approve the prequalification of design-build entities F&H/LDA, Erickson-Hall/PBK-WLC, and Swinerton/Ten Over to submit proposals for the Public Safety Facility Project.

BACKGROUND:

The City Council set a goal to have a modern Public Safety Facility to replace the current Fire Station on Bello Street, Station 64, and to expand the Police Station to meet the modern needs for the City’s public safety professionals. The proposed project seeks to achieve multiple goals, including honoring the sites’ history by incorporating the façade of the City’s original elementary school into the new design, reducing fire response time by more than one minute, creating community space, and evaluating opportunities for the police station.

To deliver the project in an expeditious manner, staff proposed the use of Design-Build procurement, as allowable under California Public Contract Code Section 22160. Design- Build method of delivery allows for using “best value” procurement to reduce project costs, expedited project completion, and design features that are not achievable through the traditional design-bid-build method. “Best value” means a value determined by evaluation of objective criteria that relate to price, features, functions, life-cycle costs, experience, and past performance. A best value determination may involve the selection of the lowest cost proposal meeting the interests of the local agency and meeting the objectives of the project, selection of the best proposal for a stipulated sum established by the City, or a tradeoff between price and other specified factors.

On October 15, 2021, the City released the Request for Qualifications (RFQ) for interested Design-Build-Entities (DBE). DBEs include the following three professionals:
contractor, architect, and historic architect. On November 12, 2021, the City received five proposals from DBE teams. Following submittal, the City’s owner’s representative, Vanir Construction Management, completed a thorough review of each of the submitted qualification criteria.

Each DBE team was evaluated based on the following considerations: firm history, completion of similar projects, to include square footage work on essential services facilities, insurance, workers’ compensation/safety history, references, financial information, and a 38-page questionnaire (Attachment 1). The elements of the RFQ are specified within the Public Contract Code.

In addition to the evaluation completed by Vanir, a staff panel consisting of the Public Works Director/City Engineer, Community Development Director, Police Chief, and

12.A-1Council Agenda 1-4-2022

Assistant City Manager reviewed the proposals and evaluated the reference projects submitted with the proposals. The objective criteria and the subjective evaluation by staff were combined to form the basis for the top three firms recommended to the City Council.

Table 1. Ranking of Design-Build Entity Submittals

Total Final
Score Rank
F&H/LDA 226.78 1
Erickson-Hall/PBK-WLC 222.30 2
Swinerton/Ten Over 214.19 3
Bernards/IBI Group 213.00 4
AMG/LPA Design 212.10 5

Based on the prescribed scoring criteria in the RFQ packet, staff recommends the top three firms be invited to submit as part of the Request for Proposals process. The top three scoring firms were: F&H/LDA, Erickson-Hall/PBK-WLC, and Swinerton/Ten Over.

Prequalification firms will be invited to submit thorough proposals for the City to evaluate.

The evaluation process will include proposed architectural designs, interior layouts, and elevation drawings, along with cost, to assist the City in determining the best value. Final criteria for evaluation will be presented to the City Council for consideration at an upcoming Council Meeting prior to the release of a Request for Proposals (RFP). Based on the current timeline, it is anticipated that the RFP to the prequalified firms will be released in mid-February.

Recommendation and Next Steps
Staff recommends that the City Council approve the prequalification of design-build entities F&H/LDA, Erickson-Hall/PBK-WLC, and Swinerton/Ten Over to submit proposals for the Public Safety Facility Project.

FISCAL IMPACT:

There is no direct fiscal impact related to this action.

ALTERNATIVES:

1. Do not approve prequalification of design-build entities as proposed; provide staff with direction on how to proceed.

Mr. Garcia:

The undersigned hereby acknowledges that the selection process for the Pismo Beach Public Safety Facility project involves two stages; the Request for Qualifications stage will result in the selection of the top three ranked Design Build Entities, followed by the Request for Proposals stage where the project will be awarded based on the best value to the City. The two shortlisted Design Build Entities not selected will be awarded a stipend for their efforts.
