PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.B

SUBJECT/TITLE:

QUARTERLY UPDATE AND DIRECTION FOR THE PUBLIC SAFETY FACILITY

DESIGN-BUILD PROJECT

RECOMMENDATION:

Receive a quarterly update, and provide staff direction, for the Public Safety Facility Project.

BACKGROUND:

At the direction of the City Council, staff will be providing quarterly updates on the status of the Public Safety Facility and providing the City Council with an opportunity to provide direction at key decision points to ensure that the project is designed to meet the needs of the community.

Project Update

Request for Qualifications
On October 15, 2021, the City released the Request for Qualifications for Design-Build Entity (DBE) teams. This process resulted in five submittals to the City. The City’s owner’s representative and staff committee evaluated the proposals and made a recommendation for the top three firms. A separate staff report was submitted that provides additional information on the evaluation process and recommendation.

Criteria Documents/Bridging Documents
On October 19, 2021, the City Council awarded a contract to Mary McGrath Architects to develop the Criteria Documents, also known as Bridging Documents, that would be provided to the top three DBE teams to submit comprehensive proposals. As part of the Criteria Document development, the City’s contract architects evaluated the original needs assessment completed in 2018, as well as creating a needs assessment for the police station.

During the evaluation, it was found that there were deficiencies in the 2018 work product that resulted in an increase to the overall size of the project. One such deficiency would have resulted in the apparatus bay not being of sufficient size for the equipment that the City would anticipate being utilized in the near future. Additionally, there is a need to provide modern decontamination zones to prevent harmful chemicals and off-gassing from entering the living and workspaces of the Public Safety Facility.

Based on the work product completed by the City’s architect team, staff will be putting together concept box diagrams to illustrate the three work areas to receive feedback from the Council. The three work areas are Fire Station, Police Station, and Combined Space/Community use.

Site Preparation
940 Bello Street: The City was able to successfully acquire the property at 940 Bello Street, immediately south of the fire station/police station to expand the existing site. This property has allowed for additional site configurations to optimize use of City-owned property. Following acquisition, the site was demolished, and the property cleared. Staff will continue to ensure that the property is maintained and free of weeds or other debris that may negatively impact the community. Future site work will be completed during the construction of the project.

Soils Report and Site Survey: Staff ordered both a soils report and site survey (including 940 Bello Street). This preliminary step provides the City with additional information on the scope and scale of foundation work that will be required during the construction. The soils report is informational at this time, and the selected contractor will need to do its own soils reports as part of the design and construction phase, however, the report will be provided during the Request for Proposal process. The site was also surveyed to provide the City’s current architects with site limits, elevations, and the necessary data for their evaluation on options for the site. Based on the preliminary result of the soils report, cost estimates are being prepared for the work that would be required given the higher construction requirements for seismic compliance of an essential services facility.

Point Cloud Scan: As part of the commitment to ensuring that the City honor the history of the site, a Point Cloud Scan was completed of the exterior of the building. This scan serves the dual purpose of providing the City’s architect team (and DBEs) with a pixel-by- pixel scan of the building at scale, and the work product can also serve as historic documentation of the current condition. Point Cloud Scans, when combined with photography, provide an enhanced level of detail to the intricacies of the building, and chart the exact position of each individual brick, which will be used to put the façade back together. Using the Point Cloud Scans and site surveys, staff will be presenting concept elevation drawings for the City Council to review.
