City of Pismo Beach - Administrative Services Department Monthly Report – December 2021
KEY REVENUES
Transient Occupancy Tax (TOT)
As of January 1, 2021, TOT revenues are 11% of gross lodging revenues. These revenues reflect about 54% of the City’s General Fund budgeted revenues. Preliminary data for November rentals indicate that November 2021 TOT revenues are $1,149,964 which is above the year ago November 2020 TOT revenues of $818,805 by $331,158, or 40.44%. This increase in TOT revenues compared to the prior year is largely due to reflecting a full year of the additional 1.0% TOT revenue (Measure B-20 that was approved on November 3, 2020, increasing TOT from 10% to 11% of gross lodging revenues and effective January 2021), compared to only half a year of the additional 1% TOT in FY 2021. November 2021 TOT numbers include an additional 1% TOT, reflecting a 11% TOT rate compared to the 10% TOT rate in November 2020. This is a preliminary amount as not all properties have reported. The following chart illustrates TOT revenues received in fiscal year (FY) 2021 and FY 2022 by month.
Sales Tax Revenues
Sales tax revenues represent 1% of taxable sales received by the City. Year to date sales tax revenues through December 2021 amount to $1,377,175, which is above the year-ago total of $1,175,034 by $202,141, or 17.20% for the same period. Sales tax revenues are typically received 3 months after the month for which it was collected. For example, December revenues received Attachment 1
9.C-2Council Agenda 1-18-2022
are collected from September sales. The following chart illustrates sales tax revenues received in FY 2021 and FY 2022 by the month in which the sales tax was collected.
ECONOMIC INDICATOR
Consumer Price Index (CPI): For the Los Angeles/Riverside/Orange County area, the percent change in the CPI for the twelve months ending in November 2021 was 5.96%.

• GRANT update-Fire staff has applied for a FEMA Assistance to Firefighters’ Grant for 12 Motorola Radios. This grant will potentially provide 80% of the $74,000 cost. The KNG Radio that has been the industry standard has been discontinued and will no longer be supported after the next few years. The Office of Traffic Safety (OTS) grant will close January 31 and we will be applying for $20,000 worth of extrication equipment for 1 of the Bello Engines. This grant will provide much more powerful equipment that is lighter and faster to deploy for a person trapped or pinned in a vehicle. It will also help reduce our carbon footprint as less fuel will be needed for fewer gas-powered engines on a Fire Truck.
• Captain Byrnes has completed the VMP work in the Price Canyon area. A masticator was used to reduce fuel loading in the Canyon near the Heights and Judkins Middle School. School staff were helpful and easy to work with on this project and appreciated the work that was done. We are looking forward to more projects with them. This project was funded by the FSC.

• The rain storms brought badly needed rain to help reduce the wildland fire starts in the County. The City held up well with few calls for service for power pole fires, flooding and slides from the Avila Fire. Overall, there were no significant incidents in the City.
Lifeguards/Junior Lifeguard Program
• Week of December 7th- the Fire Department and Lifeguards have been inspecting and staging for the ISA World Para Surfing Event. The event was 5 days long and Fire Captain Byrnes conducted the inspections prior to the event kick off and walked through each day to ensure our community stayed safe. Four Lifeguards were on standby daily for any incident that may have occurred at the event. The Lifeguards had several preventatives and 1 medical aid related to the event, overall the event went smoothly and was a success.

SAFETY PROGRAM
OTHER
• Public Safety Facility - Staff met with representatives from our Criteria Document Architects, Owners Representatives, and their subconsultants to discuss the commissioning for the Public Safety Facility. The commissioning process identifies how the facilities various systems are intended to operate, which includes: HVAC, electrical, plumbing, security, IT, lighting, and control systems. This process ensures that as we prepare the criteria documents for the RFP, that the proposals meet minimum criteria and that the best value is provided. These meeting and planning sessions provide for a comprehensive submittal requirement, performance standard, and testing to validate that the metrics have all been met. At the end of the construction, staff wants to ensure that the contractor has met their obligation for performance, which serves as the baseline for warranty criteria.
• City Clerk attended Cal Cities New Law & Elections Seminar • Staff from Management Services and Administrative Services met with our new MissionSquare representative, Dan Irizarry. MissionSquare is the City’s provider for employee deferred compensation program (457 plans) and retiree health savings. Dan has an extensive background in both private equities and employer/employee funded plans. We look forward to offering our staff with one-on-one meetings for them to discuss their financial futures. These meetings should commence at the beginning of the year.
