3.F. Advisory Body Membership Recruitment Process and Timelines (Inderlied)
Recommendation
Provide direction to staff on the following:
1. Whether to conduct interviews of incumbent applicants during the annual 2022 Advisory Body recruitment process;
2. Meeting date(s) in February 2022 for conducting interviews;
3. Any other topics relating to the Advisory Body recruitment and/or interviews process.
Background
The City's 2022 annual Advisory Body recruitment concludes on January 31, 2022. As is customary, staff will schedule applicant interviews at Special City Council Meeting(s) in mid-February 2022, and terms for appointed members will begin March 1, 2022. Staff seeks Council direction on the following items.
Interviews of Incumbent Applicants
Staff seeks Council direction on whether it desires to interview incumbent applicants. Of the vacancies that need to be filled for the upcoming term, up to 11 incumbents may elect to re-apply for their current positions. This number will likely comprise around one-half of the total applicants to be interviewed, and thus a large portion of the time that must be spent in special meeting(s). As always, the Council may elect to interview or not interview,
3.A - 3.I-2Council Agenda 1-28-2022
and appoint or not appoint, any applicants it deems fit. As such, incumbents could potentially be re-appointed, or not reappointed, without interview.
Special Meeting(s) to Conduct Interviews
Staff seeks Council direction on scheduling one or more Special Meetings to conduct Advisory Body applicant interviews. The Council typically meets during a week where there is no regular Council meeting, for two half-day sessions. Should the Council elect not to interview incumbents, one half-day meeting would likely be sufficient. In addition, staff seeks the Council’s direction on whether to conduct the interviews in-person, virtually, or in a hybrid format.
In 2019, the Council met as follows to conduct interviews:
Tuesday at 1:00 p.m.: 15 applicants; 5-hour meeting
Wednesday at 9:00 a.m.: 11 applicants; 3 ¾-hour meeting
In 2020, the Council met as follows to conduct interviews:
Monday at 1:00 p.m.: 10 applicants; 4-hour meeting
Tuesday at 9:00 a.m.: 11 applicants; 5 ½-hour meeting
In 2021, the Council met as follows to conduct interviews:
Monday at 1:00 p.m.: 11 applicants; 4-hour meeting
Tuesday at 9:00 a.m.: Meeting cancelled and remaining incumbents re-appointed without interview
Depending on whether the Council wishes to interview incumbents, and which days of the week the Council prefers to meet, staff will begin scheduling interviews immediately following the application deadline.
