City of Pismo Beach - Administrative Services Department Monthly Report – January 2022
KEY REVENUES
Transient Occupancy Tax (TOT)
As of January 1, 2021, TOT revenues are 11% of gross lodging revenues. These revenues reflect about 54% of the City’s General Fund budgeted revenues. Preliminary data for December rentals indicate that December 2021 TOT revenues are $970,072 which is above the year ago December 2020 TOT revenues of $470,263 by $499,809, or 106.28%. This increase in TOT revenues compared to the prior year is largely due to reflecting a full year of the additional 1.0% TOT revenue (Measure B-20 that was approved on November 3, 2020, increasing TOT from 10% to 11% of gross lodging revenues and effective January 2021), compared to only half a year of the additional 1% TOT in FY 2021. December 2021 TOT numbers include an additional 1% TOT, reflecting a 11% TOT rate compared to the 10% TOT rate in December 2020. This is a preliminary amount as not all properties have reported. The following chart illustrates TOT revenues received in fiscal year (FY) 2021 and FY 2022 by month.
Sales Tax Revenues
Sales tax revenues represent 1% of taxable sales received by the City. Fiscal year to date sales tax revenues through January 2022 amount to $1,630,063, which is above the year-ago total of $1,415,557 by $214,506, or 15.15% for the same period. Sales tax revenues are typically received

3 months after the month for which it was collected. For example, January revenues received are collected from October sales. The following chart illustrates sales tax revenues received in FY 2021 and FY 2022 by the month in which the sales tax was collected.
ECONOMIC INDICATOR
Consumer Price Index (CPI): For the Los Angeles/Riverside/Orange County area, the percent change in the CPI for the twelve months ending in December 2021 was 6.57%.

We continue to receive the word not only from this vendor but from others to expect a $100,000+- dollar mark up IF an engine is available. We will continue to pursue an engine that will serve the city’s needs for the next 20 years.
• Over the next 8 weeks CAL POLY will be studying North Shell Beach, Cave Landing, Fossil Point and Ontario Ridge to create a Community Wildfire Protection Plan (CWPP). The Forestry Class will study the area and provide recommendations on prevention, education, construction, best practices for recreation and development. At the end of the 8 weeks a written study and presentation will be provided. Limited space for community stakeholders is available to view and participate in the final presentation.
• CAL FIRE and PG&E are looking at the potential to burn Lighthouse #2 a 300+- Arce unit above Avila. This potential burn will help slow a fast move fire coming out of the Irish Hills into Avila and Shell Beach. We have also been contacted by January 2022 Activity Report

Ranchers behind City Hall to burn a 180+- unit, CAL FIRE will be exploring the potential of that VMP.
• Call volumes for a third week in a role continue to be high and are representative of peak summer loads. The combination of good weather and Covid are driving call volumes to what we normally see in July.
Lifeguards/Junior Lifeguard Program
• Week of January 10th-Fire Captain Pacheco attended a Rescue Boat Technician class. This class will provide him additional advance skills to bring back for The City’s Boat Program. This class will help the Lifeguard Program maintain its USLA Boat Certification and provide the best level of training to our Lifeguard III’s.
• Week of January 24th- a Rescue Water Craft (RWC) Class was hosted by FD that brought lifeguards and Fire Rescue Swimmers together from different agencies. This class taught the basics of both day and night operations of an RWC. This class exceeds the requirements for our USLA Boat Certified Program.
Our lifeguards did an outstanding job representing the City of Pismo Beach.
