PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.G
SUBJECT/TITLE:
TRAFFIC SAFETY COMMITTEE RECOMMENDATIONS TO CITY COUNCIL
RECOMMENDATION:
1. Receive a report on the items considered at the most recent Traffic Safety Committee meeting;
2. Adopt a Resolution authorizing the installation of “No-Parking” signs on Baxter Lane from Shaffer Lane to the end of Baxter Lane.
BACKGROUND:
The Traffic Safety Committee (TSC) met on February 10, 2022, and the following summary outlines the results of this meeting. The Public Works Department will implement the Traffic Safety Committee recommendations, unless otherwise directed by the City Council.
Item 1 – No Parking on Stub End of Baxter Lane
The TSC reviewed a request from a resident to install no parking on the stub end of Baxter Lane.
TSC Recommendation:
A local resident was present to give her input on the need for no parking signage at the stub end of Baxter Lane. The resident shared that she has witnessed many delivery trucks that have a hard time turning around and have to back out of the area, and thatwhen vehicles are parking on the street it makes it even more challenging.
The TSC Community Member made a site visit prior to the meeting and agreed with the idea of no parking on Baxter Lane. The City’s Battalion Chief noted that this roadway has been difficult for emergency vehicles to get into and out of and he would be in support of no-parking this road.
A motion was made to install “no parking” signs on Baxter Lane from Shaffer Lane to the end of Baxter Lane.
Motion by Jim Lewis seconded by Ben Fine, to approve the TSC recommendation.
Passed: 6/0/0
Ayes: Jim Lewis, Ben Fine, Matt Downing, Chris Trimble, Paul Lee, Dave Daguerre Noes: None
Absent: None
Staff recommends that the City Council approve the TSC’s recommendation by adoption of a Resolution (Attachment 1). An exhibit is provided as Attachment 2.

Item 2 – Skateboarding prohibited on Longview Avenue
The TSC reviewed a request from City staff to discuss prohibiting skateboarding on Longview Avenue.
TSC Recommendation:
The Police Commander spoke saying that skateboarders receive citations for being a pedestrian in the roadway and that prohibiting skateboarding on certain streets and posting signs would help with enforcement. Rancho Pismo Drive is the most frequent complaint received for skateboarding, as well as Longview and Wadsworth Avenues. The Police Commander recommended an ordinance, or amendment to an existing ordinance, prohibiting skateboarding on problem streets.
The Director of Public Works recommended surveying the grades on the roads to determine a threshold for a skateboarding-prohibiting ordinance in the city. The TSC Community Member noted that he believes this would be a difficult ordinance for Police to enforce.
A motion was made to defer this matter to the City Engineer and Police Chief for a recommendation and to bring it back at the next TSC meeting.
Motion by Jim Lewis seconded by Matt Downing, to approve the TSC recommendation.
