PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #11.A
SUBJECT/TITLE:
PUBLIC HEARING TO RECEIVE COMMUNITY REQUESTS AND
RECOMMENDATIONS ON THE COUNTY OF SAN LUIS OBISPO 2021–2023 CONSOLIDATED PLAN AND 2022 ACTION PLAN, INCLUDING COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS
RECOMMENDATION:
Adopt a Resolution making final recommendations to the County of San Luis Obispo for the 2022 Action Plan for Community Development Block Grant funding.
BACKGROUND:
The purpose of this public hearing is for the Council to provide the public with an opportunity to comment on the Urban County of San Luis Obispo 2021–2023 Consolidated Plan (Plan) that includes the 2022 Action Plan for Community Development Block Grant (CDBG) funding. The draft Plan may be downloaded from the County Planning and Building Department’s website at www.slocounty.ca.gov/planning .
To comply with federal Department of Housing and Urban Development (HUD) requirements, the County prepares the Plan, which identifies funding policies and objectives for the annual allocations of HUD grant programs, including the CDBG program.
On December 7, 2021, the City Council adopted Resolution R-2021-095 (Attachment 2), making its draft recommendation to the Board of Supervisors for the use of the City’s 2022 CDBG funds, estimated at $34,966. These funds include $4,546 for County administrative costs, for a net amount available estimated to be $30,420 (including the City’s administrative costs of $2,448). This number must be considered an estimate because HUD has not released the final 2022 allocation amounts. The County will make the appropriate adjustments once the final amount is received. The Council’s recommendation consisted of $5,245 being allocated to the 5 Cities Homeless Coalition (5CHC) for the Subsistence Payments for Eviction Prevention and Security Deposits program and $25,175 to the City of Pismo Beach Barrier Removal Project. At that meeting, the Council also directed the funding of the CAPSLO Minor Home Repair program with $25,000 of Housing In-Lieu Fee Funds as an application was not submitted by CAPSLO for CDBG funds. That funding was allocated at the mid-year budget as part of Resolution No. R-2021-103.
More information regarding each of the programs proposed for funding can be reviewed in the December 7, 2021 staff report, available from the Access Pismo public records portal at www.pismobeach.org/accesspismo.1

Conclusion and Recommendation
In accordance with the City’s commitment to participating in the Urban Counties Program, staff recommends that the City Council hold a public hearing to give the community the opportunity to speak on the Plan and the 2022 Action Plan and then adopt a Resolution (Attachment 1) confirming its final recommendation for use of the funds.
FISCAL IMPACT:
The total estimated amount of CDBG funding is $34,966 and includes $4,546 for County administrative costs and $5,245 for City administrative costs. At its December 7, 2021, meeting, the City Council allocated the City’s administrative cost amount to 5CHC for the Subsistence Payments for Eviction Prevention and Security Deposits program. The remaining CDBG funding of $25,175 will be allocated to the City’s Capital Projects Fund as part of the City’s FY 2022 Paving project to support improvements associated with the Pismo Beach Barrier Removal Project. If this is approved by the San Luis Obispo County Board of Supervisors in April 2022, staff will come back to Council to appropriate funds to reflect this CDBG funding.
