�Mw A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH WATER SYSTEMS CONSULTING, INC. FOR PROGRAM MANAGEMENT,
PERMITTING AND FINAL DESIGN SERVICES FOR CENTRAL COAST BLUE IN THE AMOUNT OF $6,342,072, AND APPROPRIATING RELATED BUDGET ADJUSTMENTS IN FISCAL YEAR 2022
WHEREAS, in December of 2015 the City issued a request for proposals (RFP) to select a consultant team for engineering services for the Regional Groundwater Sustainability Project, later rebranded as Central Coast Blue; Water Systems Consulting, Inc. (WSC) was selected to provide these services; and
WHEREAS, the scope outlined in the RFP included four phases:
• Phase 1 —Project Planning & 10% Design
• Phase 2 — Final Design
• Phase 3 — Construction
• Phase 4 — Close-out; and
WHEREAS, the RFP stated that "the initial contract will be for Phase 1 only. As the project progresses the City and consultant team will further develop the phases and negotiate contracts for each" and that "the selected consultant team will be expected to be a project partner through the completion of construction"; and
WHEREAS, the scope of services for Phase 2 is broken into fifteen tasks, with each task having a specific scope of work and not -to -exceed budget; and WHEREAS, the Cities of Arroyo Grande, Grover Beach and Pismo Beach have developed a cost share agreement, which splits costs for the proposed contract as follows:
• Pismo Beach $2,473,408
• Grover Beach $2,283,146
• Arroyo Grande $1,585,518
WHEREAS, per the Cost -Sharing Agreement, cost share percentages for pre - construction costs may be temporarily adjusted to help reconcile remaining pre - construction cost contributions for each of the cities, if funding is available, until the cumulative contributions by each City approximately match the Water Purveyor Contribution percentages, considering the payments already made by Pismo Beach, and the contributions already made by Grover Beach and Arroyo Grande. As such, the total amounts due, after considering the amounts due to the City of Pismo Beach from the cities of Grover Beach and Arroyo Grande, is as follows:

• Pismo Beach $2,126,282
• Grover Beach $2,529,799
• Arroyo Grande $1,685,991; and
WHEREAS, the WSC proposal was prepared to complete the design and permitting phases of Central Coast Blue and assist with the bidding and awarding of the construction contracts.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the City Manager to execute an agreement with Water Systems Consulting, Inc. for Program Management, Permitting and Final Design Services for Central Coast Blue in the amount of $6,342,072 (Exhibit A).
BE IT FURTHER RESOLVED that the City Council of the City of Pismo Beach hereby appropriates $6,342,072 in expenditures, including $2,092,884 in the Water Enterprise Fund and $4,249,188 in expenditures in the Wastewater Enterprise Fund and appropriates $1,391,211 of revenues in the Water Enterprise Fund and $2,824,579 in the Wastewater Enterprise Fund for a total of $4,215,790 of projected reimbursements from the cities of Grover Beach and Arroyo Grande in fiscal year 2022.
UPON MOTION OF Mayor Pro Tern Reiss, seconded by Council Member Blake, the foregoing resolution was adopted by the City Council of the City of Pismo Beach this 1st day of March 2022, by the following vote:
