City of Pismo Beach - Administrative Services Department Monthly Report – February 2022
KEY REVENUES
Transient Occupancy Tax (TOT)
As of January 1, 2021, TOT revenues are 11% of gross lodging revenues. These revenues reflect approximately 54% of the City’s General Fund budgeted revenues. Preliminary data for January rentals indicate that January 2022 TOT revenues are $822,239, which is above the year ago January 2021 TOT revenues of $673,976 by $148,263, or 22.00%. Year-to-date TOT revenues for FY 2022 are $10,032,883, which is above the FY 2021 total of $7,366,264 by $2,666,619, or
36.20%. This increase in TOT revenues compared to the prior year is largely due to an increase of tourism activity because of lessened COVID-19 restrictions and travel advisories and an increase of average nightly room rates. The increase also reflects a full year of the additional 1.0% TOT revenue in FY 2022 (Measure B-20 that was approved on November 3, 2020, increasing TOT from 10% to 11% of gross lodging revenues and effective January 2021), compared to only half a year of the additional 1% TOT in FY 2021. This is a preliminary amount as not all properties have reported. The following chart illustrates TOT revenues received in fiscal year (FY) 2021 and FY 2022 by month.
Sales Tax Revenues
Sales tax revenues represent 1% of taxable sales received by the City. Fiscal year to date sales tax revenues through February 2022 amount to $2,096,282, which is above the year-ago total of Attachment 1
Council Agenda 3-15-2022 9.C-2
$1,766,902 by $329,380, or 18.64% for the same period. Sales tax revenues are typically received 3 months after the month for which it was collected. For example, February revenues received are collected from November sales. The following chart illustrates sales tax revenues received in FY 2021 and FY 2022 by the month in which the sales tax was collected.
ECONOMIC INDICATOR
Consumer Price Index (CPI): For the Los Angeles/Riverside/Orange County area, the percent change in the CPI for the twelve months ending in January 2022 was 7.51%.

Significant Incidents
• 2/1/22- a fire on the 2100 block of Coast Brava was reported to CAL FIRE/San Luis Obispo Emergency Command Center. First units arriving reported a 2800sf, under construction, residential structure fire with heavy fire from the entire second floor & parts of the first with direct flame impingement on 2 additional residential structures. 3 Chief Officers, 7 Engines, 1 Air/Light Support, 12 County Fire Reserves 1 Safety Officer, 1 Medic Ambulance and 1 Fire Investigator were used to bring the fire under control. The loss to the 3 properties was 1 million dollars with a save of 5 million dollars. The 2 neighboring structures that had direct flame impingement were saved by the wildland construction standards and robust Auto-Aid Agreements with outside agencies.
Administration/Vegetation Management
• CAL POLY Continues their work on the CWPP for North Shell Beach and Ontario Ridge. The class toured the Avila Fire and looked at how the building construction was an important factor to not losing a single home during that fast- moving fire. The final stop was at the Heights to look at Vegetation Management Projects with the Pismo Preserve that help reduce the risk to the Heights. The February 2022 Activity Report

CWPP was presented to CAL FIRE and local community members on Feb 28th from noon to 3pm.
• The New Fire Engine cost came in and is reasonable when compared to other engine costs. After reviewing the cost and spec we feel this engine will be the most fiscally responsible and serve the City well for its specific needs.
Lifeguards/Junior Lifeguard Program
• The Pismo Beach Ocean Lifeguard recruitment is going well. We had 11 applications, 9 applicants show up for the swim test and 7 interviews. All of the applicants that were interviewed displayed many attributes we are looking for in our Lifeguards. We selected all 7 to continue in the hiring process. The next step will be the reference checks. We are looking forward to putting all 7 recruits through our USLA Academy at the end of April.
