PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.A

SUBJECT/TITLE:

PUBLIC SAFETY FACILITY UPDATE, DIRECTION, AND AMENDMENT #1 TO

AGREEMENT WITH MARY MCGRATH ARCHITECTS FOR PROFESSIONAL

SERVICES

RECOMMENDATION:

1. Adopt a Resolution authorizing the City Manager to execute Amendment #1 to the existing Professional Services Agreement with Mary McGrath Architects for Criteria and Bridging Documents for the Police and Fire Public Safety Facility in the amount of $116,400;

2. Provide additional direction to staff if desired.

BACKGROUND:

At the January 4, 2022, and January 25, 2022, City Council Meetings, staff received direction to provide the City Council with additional information related to the Public Safety Facility. The City Council requested that proposals for two project design options be requested from Design-Build Entity teams. The City Council also requested additional information on the turning radius and traffic control impacts because of the fire apparatus exit location on a diagonal and the proximity of Judkins Middle School. Staff has since received the necessary proposals and studies for consideration by the City Council.

Contract Amendment for Option B
On October 19, 2021, the City Council awarded a contract to Mary McGrath Architects for Criteria and Bridging Documents for the Police and Fire Public Safety Facility. Based on additional design work requested by the architect team, and direction by the City Council to prepare an additional option (known as Option B) for the prequalified Design- Build Entity teams to prepare as submittals, an amendment to the contract has been prepared.

The proposed contract Amendment #1 (Attachment 1.A) will cover the additional cost to complete both Option A (the original concept consisting of a single integrated Police and Fire facility) and the requested Option B (an alternative concept that would result in separate Police and Fire facilities, with less remodel work done on Police facilities) Criteria and Bridging Documents. Additionally, staff has requested a scope of work for Construction Document Review for the documents submitted by the selected Design- Build Entity to ensure that it is in conformance with the Criteria and Bridging documents and the design intent of the City Council.

Turn Radius and Traffic Control Study
At the January 25, 2022, City Council Meeting, staff received direction to obtain a Turn Radius and Traffic Control Study from a third-party firm. The existing project concept, as previously approved, includes the egress of fire apparatus (engines) on a diagonal trajectory into the intersection of Bello Street and Wadsworth avenue. The goal of the

12.A-1Council Agenda 3-15-2022

study was to determine if the diagonal exit would allow for the requisite turn radius for the fire apparatus, as well as to determine the necessary traffic control devices that would be required for such an exit. Additionally, staff received direction to evaluate the same considerations for an exit from the fire station onto Wadsworth Avenue at approximately 150 feet east of Bello Street.

Staff procured services from GHD, an engineering firm with expertise necessary to complete the study. Based on the results of the Turn Radius Study (Attachment 2), it has been confirmed that both the originally planned diagonal exit as well as the alternative exit would have sufficient turning radius to effectively deliver service to all parts of the community upon exit of the apparatus bay. The turn radius study was conducted with the currently specified equipment, using a “fixed base exit”. This provides for the maximum tolerance of equipment exiting straight from either of the outermost bays. In a real-world scenario, the fire engineers would utilize the driveway apron to create the safest and most efficient exit, however staff wanted to ensure that in a “worst-case” scenario, the equipment could effectively exit the fire station.

The second component of the study related to the traffic control devices that would be required. The study found that the diagonal exit was estimated to impact the intersection for up to 18 seconds, while the Wadsworth Avenue exit would delay response time by up to 25 seconds. In terms of traffic control devices, GHD and Cal Fire both recommended an Emergency Beacon notification system like those on Shell Beach Road adjacent to Fire Station 63 for consistency in the community. The attached study outlines the recommend traffic control devices based on the preliminary layout for the fire station. The study will be provided to the Design-Build Entities as a reference document, but it will ultimately be a requirement of the submittal documents to outline the traffic control devices necessary for the final approved design.

Recommendation and Next Steps
Staff recommends the Council adopt a Resolution (Attachment 1) authorizing the City Manager to execute Amendment #1 (Attachment 1.A) to the existing Mary McGrath Architects contract to allow Mary McGrath Architects to complete the Bridging and Criteria Documents, for the Public Safety Facility project.

FISCAL IMPACT:

The fiscal impact of approving the attached Resolution is $116,400. The FY 2022 Capital Projects Fund Public Safety Facility project budget includes sufficient budget to support this amendment.

ALTERNATIVES:

1. Decline approval of Amendment #1 and provide staff with direction on how to proceed.

The Power of Commitment

March 03, 2022
To Ben Fine, Director of Public Works Email [email protected] From Jake Hudson, Sr. Trans. Plnr/Engr Ref. No.12574500 Subject DRAFT Site Study for Public Safety Center Plan Expansion Site

1. Executive Summary
The City of Pismo Beach commissioned GHD to study access geometrics for the proposed Public Safety Center. The scope of the study included analysis of two potential access points and the turning radii of fire apparatus given the surrounding roadway geometry and current/forecasted future traffic volumes. This study also assessed the likely roadway reconstruction necessary to accommodate either driveway.

Due to the street widths on Wadsworth & Bello, fire apparatus would track into parking lanes from either driveway location, therefore its recommended that parking be restricted at various locations so as not to obstruct exiting fire apparatus.

During the AM peak hour, the intersection of Bello & Wadsworth operates below City level of service standards and experiences vehicle queues of up to 166’ from the intersection. Under Option 1: Bello & Wadsworth intersection drivewayNB Bello queues will temporarily obstruct exiting apparatus and are estimated to delay response times by up to 18 seconds. Under Option 2: Wadsworth drivewayWB Wadsworth queues will temporarily obstruct exiting apparatus and are estimated to delay response times by up to 25 seconds for apparatus turning WB to proceed thru the Bello & Wadsworth intersection. There are a number of options to offset these delays:

1. Parking could be restricted along Wadsworth & Bello providing area for queued vehicles to pull over and allow fire apparatus to pass.

2. Emergency Hybrid-Signals could be installed on WB Wadsworth and NB Bellow in advance of the intersection, during an emergency response the beacons would prevent vehicles from queuing at the intersection.

3. The intersection of Bello and Wadsworth could be signalized with emergency vehicle preemption allowing queues obstructing fire apparatus to clear the intersection.

Keep clear pavement markings are also recommended, however only under the Wadsworth driveway option.

ItV recommended that a 80’-90’ keep clear area be established at that driveway. This would cause maximum queue lengths to extend up to 260’. Keep clear pavement markings under the diagonal Bello & Wadsworth driveway RSWLRQare not recommended as they would conflict with the stop controls.

2. Turning Radius Assessment
To evaluate turning movements from the proposed driveways, GHD scaled conceptual drawings of the safety site center to approximate the proposed driveway location and size. GHD also obtained manufacturer specifications on the design of planning emergency vehicle apparatus. Using these specifications (noted in the exhibits), GHD prepared turning movement diagrams for the proposed driveway at the corner of Bello St and Wadsworth Ave and the alternative driveway location 150’ north of Bello St on Wadsworth Ave. GHD assessed turning movements from various starting positions within the driveway. Two figures below represent potential exit positions from the apparatus bay.

2.1 Wadsworth & Bello Driveway
Turning movements from a diagonal driveway at Wadsworth & Bellow would track over the SB Wadsworth Lane while attempting to go Northbound on Wadsworth. Apparatus in the right position of the driveway would track over on the opposite side of the street when traveling Northbound on Wadsworth. Apparatus in the left position of the driveway would not track over sidewalk on the opposite side of the street when traveling Eastbound on Bello.

Apparatus starting from the centerline of the driveway would have least amount of tracking over opposing travel lanes. Apparatus left or right of the center positions would more likely track over the opposite street lane while attempting to go Northbound on Wadsworth.

12.A-14Council Agenda 3-15-2022

2.2 Wadsworth Driveway
Turning movements from the second driveway option at the north end of the site would accommodate the trailing rear wheels turning movements from this access point without tracking over the opposite sidewalk for either the right or left side of the driveway based on the driveway width as shown.

In all cases parking removal along Wadsworth and Bello would be necessary to accommodate apparatus turning movements.

3. Intersection and Queueing Operations
In addition to the overall roadway and driveway geometrics, traffic operations and congestion around the proposed access points also affect emergency response from the site. GHD evaluated intersection operations and queueing at the intersection of Wadsworth & Bellow in addition to geometrics.

3.1 Data Collection
Turning movement counts were collected on-site February 03, 2022. The study intersection was analyzed during the weekday AM and PM peak hour periods, during the morning drop off at the nearby school, and during the PM peak hour commute from 4 pm to 6 pm. Future volumes were obtained from the City’s Draft Circulation Element and the Pismo Beach Travel Demand Model.

3.2 Existing Intersection Analysis
The Existing conditions scenario represents baseline traffic conditions. Existing weekday AM & PM peak hour intersection operations were quantified using on-site traffic volumes and intersection lane geometrics and control. Table 1 presents the current LOS operations for the intersection. Figure 1 below illustrates the peak hour volumes.

As presented in Table 1, the intersection is currently operating at acceptable LOS “C” OR better during Existing conditions.

3.3 Existing Queue Analysis
The results of the intersection operational analysis include an estimate of the 95th percentile and max queue lengths. The existing storage capacity (where applicable) and the calculated 95th percentile and max queue lengths are presented in Table 2. The storage capacities reported in Table 2 are based on measurements from available aerial photographs. Calculated 95th or max queue lengths that exceed the storage capacity are indicated in bold type.

3.4 Future Intersection Analysis
The Future conditions scenario represents forecasted traffic conditions based on the City General Plan growth projections. The Pismo Beach travel demand model was also used to develop forecast volumes for operations analysis. Table 3 below presents the projected AM & PM traffic operations based on the on-site traffic volumes and intersection lane geometrics and control.

As presented in Table 3, the intersection is projected to operate deficiently in the AM peak hour. In addition, the intersection is not projected to meet the Warrant 3 conditions.

3.5 Future Queue Analysis
The results of the intersection operational analysis include an estimate of the 95th percentile and max queue lengths. The projected storage capacity (where applicable) and the calculated 95 th percentile and max queue
lengths are presented in Table 4. The storage capacities reported in Table 4 are based on measurements from available aerial photographs. Calculated 95th or max queue lengths that exceed the storage capacity are indicated in bold type.

3.6 Traffic Congestion & Queue Conflicts.

Under both existing and cumulative conditions, if an emergency response was initiated from the project site during either the AM or PM peak hour, fire apparatus would be obstructed by vehicles queuing along NB & SB Wadsworth as well as WB Bello. Under both scenarios if GHD recommends installing “ keep clear” markings at and beyond driveways as well as preempted emergency beacons or signals to clear queued traffic and allow apparatus to exit within their turning radius limitations as well as clearing queue traffic that maybe obstructing their exit.

4. Intersection and Queueing Effects on Emergency
Response.

Emergency vehicle exits from both the Wadsworth/Bello Intersection driveway option, and the Wadsworth driveway option were modeled using VISSIM to determine potential delays to emergency response times. Only movements that had potentially obstructing queues were analyzed. For the purposes of this analysis two worst case scenarios were assumed. First it was assumed that on-street parking would be fully utilized preventing queued vehicles from moving to side to clear the fire apparatus. Second The fire apparatus would not be able to turn contraflow upon exiting the driveway. The analysis also assumed parking restrictions to geometrically accommodate fire apparatus exits, keep clear areas restricted queuing directly in front of the driveway, and under an alternative scenario emergency Hybrid-Beacons are provided.

As shown in table 5 below the diagonal driveway option at Bello & Wadsworth would likely experience up to 18s of emergency response delay clearing the intersection during the AM peak hour. Providing a beacon system could reduce that delay by 3 or more seconds depending on when the beacon is activated.

Beacon Baseline
Hybrid-
Beacon

To EB Wadsworth 18s 15s 12s 8s
As shown in table 6 below the traditional driveway option on Wadsworth would likely experience up to 25s of emergency response delay clearing the Bello & Wadsworth intersection during the AM peak hour. Providing a beacon system could reduce that delay by 2 or more seconds depending on when the beacon is activated.

Hybrid-
Beacon Baseline
Hybrid-

To SB Bello 25s 23s 20s 18s
To EB Wadsworth 10s 6s 9s 6s
To reduce these delays the following alternatives are recommended:

It recommended that a 80’-90’ keep clear area be established at that driveway. This would cause maximum queue lengths to extend up to 250’. Keep clear pavement markings under the diagonal Bello & Wadsworth driveway would conflict with stop controls.

5. Preliminary Grading Assessment
Wadsworth Ave slopes at 4%-5% along the project site, whereas Bello St is relatively flat. Based on survey data received by the City, GHD performed a preliminary assessment to determine how much roadway and sidewalk reconstruction could be expected and identify potential conflicts with reconstruction and underground utilities. Figures M & N below depicts possible roadway reconstruction and call out potential utility conflicts.
