SUBJECT/TITLE:

POLICE DEPARTMENT SEMI-ANNUAL UPDATE
RECOMMENDATION:

Receive Police Department Semi-Annual Update.

BACKGROUND:

This evening the Police Department will provide an overview of police activity from January 2021 to December 2021. The City Council will review information regarding crime trends/statistics, traffic-related incidents, downtown parking data, increased demand on dispatch and records, evidence and property trends, community involvement and current projects. The City Council will be briefed on the impacts of the extra workload the Department experienced in 2021 and will also review the challenges and successes faced during this period. The 2021 Police Department Annual Report is provided as Attachment 1.

Semi-Annual Department Update
In 2021, the Department saw a 22% increase in its overall workload from the previous year, including a 43% increase in reportable FBI violent crime offenses. The Department recorded a 30% decrease in Part 1 crimes (murder, rape, robbery, aggravated assault, burglary, larceny, motor vehicle theft, arson) which was mainly due to a decline in burglary and larceny cases. One of the most significant increases was the number of weapon offenses. The Police Department saw a 177% increase in weapon related offenses.

Additionally, officers dealt with an increase in the number of narcotics offenses. In 2021 there was a 30% overall increase from the previous year. Over the past two years, this has equated to a 92% increase in narcotic related offenses.

The police officers of the Pismo Beach Police Department remain very proactive within the city despite the increase in calls for service. In 2021, officer self-initiated activity increased by 21%, traffic citations increased by 24%, and contacts resulting in a warning increased by 233%.

In 2022, the Police Department will focus on downtown safety and enforcement.

Additional projects include replacement of the CAD/RMS software, working on the Public Safety Facility project, upgrades to the radio towers, and working on a long-term strategic plan.

FISCAL IMPACT:

There is no direct fiscal impact from this report.
