City of Pismo Beach - Administrative Services Department Monthly Report – March 2022
KEY REVENUES
Transient Occupancy Tax (TOT)
As of January 1, 2021, TOT revenues are 11% of gross lodging revenues. These revenues reflect approximately 54% of the City’s General Fund budgeted revenues. Preliminary data for February rentals indicate that February 2022 TOT revenues are $1,032,570 which is above the year ago February 2021 TOT revenues of $894,992 by $137,578, or 15.37%. Year-to-date TOT revenues for FY 2022 are $11,065,453, which is above the FY 2021 total of $8,261,256 by $2,804,197, or
33.94%. The increase in TOT revenues reflects a full year of the additional 1.0% TOT revenue in FY 2022 (Measure B-20 that was approved on November 3, 2020, increasing TOT from 10% to 11% of gross lodging revenues and effective January 2021), compared to only half a year of the additional 1% TOT in FY 2021. This increase is also due to an increase of tourism activity because of lessened COVID-19 restrictions and travel advisories and an increase of average nightly room rates. This is a preliminary amount as not all properties have reported. The following chart illustrates TOT revenues received in FY 2021 and FY 2022 by month.
Sales Tax Revenues
Sales tax revenues represent 1% of taxable sales received by the City. Fiscal year to date sales tax revenues through March 2022 amount to $2,349,971, which is above the year-ago total of $1,933,043 by $416,929 or 21.81% for the same period. Sales tax revenues are typically received 3 months after the month for which it was collected. For example, March revenues received are Attachment 1

collected from December sales. The following chart illustrates sales tax revenues received in FY 2021 and FY 2022 by the month in which the sales tax was collected.
ECONOMIC INDICATOR
Consumer Price Index (CPI): For the Los Angeles/Riverside/Orange County area, the percent change in the CPI for the twelve months ending in February 2022 was 7.40%.
OPERATIONS
Finance
Revenues
• California Water and Wastewater Arrearage Payment Program: Utility Billing staff applied for and were successful in receiving State funding to remove the cost of delinquent water bills during the initial part of the COVID-19 global pandemic. Staff applied the State funding to these accounts and sent a letter to all the beneficiaries. Staff have also applied for wastewater relief funding.
Expenses
• CalPERS $1M Prepayment: Staff wired $1 million to CalPERS towards the City’s Miscellaneous and Police Safety Tier 1 Plans. This payment will help reduce the City’s unfunded pension liability and the City’s interest costs. • OPEB Payment: Staff submitted the City’s annual contribution towards Other Post- Employment Benefits (OPEB) this week. This payment helps fund these retiree health benefits for the future.

CHP Commercial, Long Beach FBI Haz Mat Team, the 9th Civil Support Team and the Sheriff’s Narcotics Team were some of the teams that participated in the drill. • Sidewalk CPR- Fire personnel will provide a Sidewalk CPR booth at Farmer’s Market starting next month. This booth will demonstrate and provide hands on participation for the public to learn Push Only CPR. Push Only CPR has proven to help maintain oxygen flow to the brain until EMT’s and Paramedics arrive increasing the chance of a meaningful recovery from cardiac arrest, stroke or an overdose to name a few.
Administration/Vegetation Management
• The purchase of our new fire engine has been approved and the purchase order has been issued. The fire engine replaces our 2003 KME engine that is 19 years old and is past the normal replacement schedule and expected life span of 18 years. The age of this engine increases the potential of start failures and breakdowns on incidents. Failing to arrive at an incident in a timely manner can March 2022 Activity Report

impact the City’s Insurance Services Office (ISO) score. Front-line engines with more than 15 years of service have historically proven to require more maintenance and incur costly repairs. We look forward to getting this engine as soon as possible and outfitting it with all of the equipment needed to place the engine into service. The process of ordering and building the fire engine and placing the new engine into service could take anywhere from 18-24 months.
• CAL POLY presented their Community Wildfire Protection Plan (CWPP) for North Shell Beach and Ontario Ridge. The presentation was outstanding and provided great in site into our community. The reports and Power Point Presentations are available from FD. A CWPP has also been funded by SLO County Fire Safe Council (FSC). A CWPP identifies and prioritizes areas for hazardous fuel reduction treatments and recommends the types and methods of treatment. The area identified in this Plan is from Price Canyon to Gragg Canyon. Fire personnel will work with the FSC on executing the plan.
Lifeguards/Junior Lifeguard Program
• Fire staff has been working all winter on restructuring our Junior Lifeguard Program. The program will now be two separate 3-week sessions and the registration and payment process will be online. Michelle Pearson is working with the City IT Department to make this process as streamline as possible. Parents have already begun reaching out to Fire staff regarding this popular Program.

PRBC – Public Art Projects
• The PRBC meeting (In-Person / Hybrid) was held on March 3rd, 2022. RecWest presented the new playground designs for Chumash and Palisades Park. PRBC requested that both playground designs move forward to City Council for final approval. PRBC was informed that there may be a possibility that only one project will move forward due to budget constraints. • Recreation Manager and Engineering had a meeting with RecWest and a landscape architect regard- ing both playground projects. The Landscape Architect surveyed the sites and provided input on the relocation of Palisades Park back to original site, pros and cons. Additionally, Chumash was discussed with respect current status of project and recommendations on how to move forward. The landscape architect mentioned it might be better to move forward with construction documents so we’re aware of the project needs, even though the construction will be tabled for the time being. Recreation con- tinues to work with administration on how to proceed for Palisades Park. Staff scheduled a full in- spection for Chumash Park to include a drop test for surfacing to ensure that the turf is a viable op- tion.

• The Bello Street Bridge project is moving forward, Engineering is securing the contract for the con- crete slab. Once this has been installed, South Paw will be able to install the artwork.
