SUBJECT/TITLE:
AMENDMENT #2 TO AGREEMENT WITH SP MAINTENANCE SERVICES, INC. FOR
PARKING LOT AND STREET SWEEPING
RECOMMENDATION:
Adopt a Resolution authorizing the City Manager to execute Contract Amendment #2 with SP Maintenance Services, Inc. in the amount of $56,265 per year for two years of parking lot and street sweeping services.
BACKGROUND:
On May 15, 2018, the City Council authorized a professional services agreement with SP Maintenance Services, Inc. (SP Maintenance) for parking lot and street sweeping in the city of Pismo Beach. The contract was for a term of four years, with the possibility of two additional two-year extensions.
With the addition of the parking lot on Shell Beach Road, additional parking lot sweeping not included in the original scope of work was necessary to maintain the lot. Amendment #1 was executed under the City Manager’s authority in February 2021 for the additional sweeping of the new parking lot.
The current contract is set to expire on June 30, 2022. Staff requested a quote to extend the current agreement for an additional two years, through June 30, 2024. SP Maintenance provided a quote (Attachment 1.A) of $56,265 per year, for two years, to continue with parking lot and street sweeping services.
Conclusion and Recommendation
Staff recommends that the Council adopt a Resolution (Attachment 1) authorizing Amendment #2 to the existing Professional Services Agreement with SP Maintenance Services, Inc in the amount of $56,265 per year for two years.
FISCAL IMPACT:
The fiscal impact of adopting the attached Resolution is $112,530 over two years, or $56,265 per year for fiscal year (FY) 2023 and FY 2024. The current streets division contract services budget has sufficient budget available that can be used for the parking lot and street sweeping services.
ALTERNATIVES:
1. Do not authorize the amendment; provide staff with direction.

SERVICES

WHEREAS, following the addition of the parking lot on Shell Beach Road, additional parking lot sweeping not included in the original scope of work was necessary to maintain the lot; and
WHEREAS, in February 2021, Amendment #1 was executed under the City Manager’s authority to incorporate additional sweeping for the new parking; and WHEREAS, the current contract is set to expire on June 30, 2022 and SP Maintenance Services, Inc. has provided a proposal for continued services through June 30, 2024; and WHEREAS, the current streets division contract services budget has sufficient budget available to support the cost of this amendment.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the City Manager to execute Contract Amendment #2 with SP Maintenance Services, Inc. in the amount of $112,530 over two years, or $56,265 in fiscal year (FY) 2023 and $56,265 in FY 2024 (Exhibit A).

AMENDMENT # 2
to the
JULY 1, 2018 AGREEMENT BETWEEN THE CITY OF PISMO BEACH
AND SP MAINTENANCE SERVICES, INC.
Pursuant to the July 1, 2018 Agreement for Professional Services between the City of Pismo Beach, hereinafter referred to as “City,” and SP Maintenance Services, Inc., hereinafter referred to as “Vendor,” City and Vendor hereby agree as follows:
1.Additional services shall be performed as set forth in the proposal dated March 8, 2022 which is attached hereto and by this reference made a part hereof.
2.Compensation for and timing of the additional services shall be as set forth in the referenced proposal. Compensation for the additional services shall not exceed the amount of fifty-six thousand two hundred sixty-five dollars ($56,265.00) per year, (one hundred twelve thousand five hundred thirty dollars ($112,530.00) for two years), without prior written approval of the City.
3.All other provisions of the parking lot and street sweeping in the City of Pismo Beach agreement between City and Vendor shall remain in full force and effect.
