PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.G

SUBJECT/TITLE:

PURCHASE OF TWO APX 8000 ALL-BAND, PORTABLE RADIOS FROM

MOTOROLA SOLUTIONS FOR THE FIRE DEPARTMENT

RECOMMENDATION:

Adopt a Resolution authorizing the purchase of two APX 8000 All-Band, portable radios from Motorola Solutions in the amount of $16,550.18 and appropriating $8,545.00 in the Lifeguard Operating Supplies Fund to support the purchase in Fiscal Year 2022.

BACKGROUND:

Pismo Beach has many special events that draw visitors year-round. The special events along with the beach can draw in as many as 50,000 visitors at one time in the downtown core. The City’s Lifeguard Program is responsible for providing an elevated intensity of life and beach safety to the residents and visitors of Pismo Beach, the Lifeguards protect over 400,000 visitors each year.

Lack of common modes of communication during response and while at the incident can result in longer rescue times and decrease the effectiveness of ordering necessary resources when time is critical. Currently, Lifeguards are using multi-band radios that have outlived their life expectancy and are beginning to fail. Additionally, parts and service are no longer available for the existing models.

In Fiscal Year (FY) 2022, the City’s Lifeguard Program applied for the 2021 OHV grant in the amount of $8,545 for a two All-Band, portable radios. The San Luis Obispo County Parks and Recreation Commission recommended to the County’s Board of Supervisors to approve the FY 2022 $8,545 grant, which is expected to be available in FY 2023. If approved by the Board of Supervisors, the funds will be available July 1, 2022. So far, the City’s Lifeguard Program has been 100% successful in obtaining grants from the County Board of Supervisors as recommended by the San Luis Obispo County Parks and Recreation Commission.

This all-band technology allows multiple agencies to communicate with each other during an incident. If the grant funding is obtained from the County, and the Council approves staff's recommendation, the All-Band radios will be used for special events and responding to beach incidents, the use of the radios would be 7 days a week during the summer season when the lifeguards are on duty. The radios will also be used by firefighting staff when lifeguards are off duty 24/7.

The benefits of purchasing the radios prior to July 1st are:
 The radios will be installed prior to the peak summer season.  The radios will be available for the start of Lifeguard season.

9.G-1Council Agenda 4-19-2022

Accordingly, staff recommends that the Council adopt a Resolution (Attachment 1) authorizing the purchase of the APX 8000 All-Band, portable radios and appropriating the necessary funds as described below. A quotation for the purchase of these radios from Motorola Solutions, the only vendor that furnishes industry-standard equipment that is compatible with equipment utilized by county and state fire agencies with which the City’s fire personnel cooperate, is provided as Attachment 1.A. This quotation was obtained through cooperative purchasing entity Sourcewell under contract 36273, which qualifies this as a piggy-back purchase under the City’s purchasing procedures.

FISCAL IMPACT:

The two Motorola radios are expected to cost approximately $16,550, including the additional equipment and installation needed to place the radios into service.

Motorola Radio Estimated Costs
Radio Cost estimate $16,070.00
Additional equipment & installation $481.00
Total Estimated Radio Cost $16,551.00
Funding Sources
Proposed FY 2021-22 OHV Grant $8,545.00
Fire Department FY 2021-22 Operating Supplies & Maintenance $8,006.00 Total Sources $16,551.00
In order to purchase the Motorola radios in FY 2022 prior to the peak summer season, staff recommends that Council appropriate $8,545 in the FY 2022 General Fund Fire Department Lifeguard Division Operating Supplies account. Staff also recommends that the proposed $8,545 in grant revenues be appropriated and deposited into the FY 2022 General Fund Fire Department Lifeguard Division Grant from SLO County account to reimburse the General Fund for this purchase.

ALTERNATIVES:

1. Do not adopt Resolution; do not purchase radios.
