Mayor and City Council,
I would like this email to be included as part of the City Council analysis concerning the General Plan/Local Coastal Program Amendment being considered for Planning Area “E” of the St. Andrews tract to eliminate development restrictions imposed by LU-E 1”a” and “b”. During the 2011/2012 General Plan Update there was no public comment or participation concerning Planning Area E including any input for these specific General Plan Amendments. These revisions were added at the request of one Staff member in response to a private email never provided to the Planning Commission from “a” resident in the St. Andrews tract that Staff received towards the end of the process with no notice made to the neighborhood that it would impact. Any Council Member who wishes to confirm this can view the hearings with the attached links below. Decisions such as this should not be made based on assumptions, therefore, I request that the following account of the last General Plan Update in 2011/2012 as it relates to Planning area E of the St. Andrews tract be considered in conjunction with viewing these hearings and that City Council support Staff recommendation to eliminate LU-E 1”a” and “b”.

The Planning Manager (Carolyn Johnson) says when they are reviewing Planning Area E that she inserted this language LU-E-1 “a” and “b” at the request of "a" email. No members of the Planning Commission or the public made any comments regarding it. The Planning Commissions only discussion was about the overall height restriction and no changes were proposed to it.

3-20-12: City Council adopted the changes for Planning Area E of the St Andrews tract along with the other Planning Areas and not one City Council member mentions LU-E-1 ‘a’ and “b” nor any member of the public. Also, it is interesting to note that in the Staff Report it neglected to mention the LU-E-1 “b” which references the 10' step back requirement. It could only be found if you reviewed all of the proposed changes and thus it was buried in details of the seven planning areas that were all approved in one motion.
