PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.I

SUBJECT/TITLE:
2022 FOURTH OF JULY FIREWORKS DISPLAY AUTHORIZATION

RECOMMENDATION:

Adopt a Resolution approving the 2022 Fourth of July fireworks display and appropriating related budget adjustments in Fiscal Year 2023.

BACKGROUND:

The City of Pismo Beach Conference & Visitors Bureau (CVB) is managing the annual Fourth of July Fireworks Display to be launched from the Pier. Pursuant to Pismo Beach Municipal Code Section 8.08.010.AA, the Council must adopt a resolution to allow such public fireworks displays, which are otherwise prohibited.

Various City departments are coordinating to assure that the event is conditioned to provide appropriate safety measures, and staff recommends that the Council adopt a Resolution (Attachment 1) approving the fireworks display. A fireworks approval letter from the City's Fire Department is provided as Attachment 2.

In addition, based on cost increases for the fireworks, catering, and other costs, staff recommends revising the July 4th event budget. In order to help support these additional costs, staff recommends appropriating additional revenues from ticket event sales and vendor fees. After covering most of the additional costs with supporting revenues, staff estimates that the net fiscal impact will be an additional cost of $5,449 for fiscal year (FY) 2023. This amount can be offset by transferring General Fund contingency to support the $5,449 amount, which will be accomplished by adoption of the attached Resolution.

FISCAL IMPACT:

The fiscal impact of approving the attached resolution is a net additional $2,015 of revenues to the General Fund. The proposed July 4th budget includes $18,750 in revenues and $43,150 in expenditures. Based on ticket event sales, donations, and vendor fees, projected revenues could reach $28,090. Due to cost increases in fireworks, catering, and other costs, projected expenditures are estimated at $51,503. As such, staff recommends increasing the revenue budget by $10,400 and increasing the expenditure budget by $8,384 in FY 2023 to support the July 4th event. The following table illustrates the current, proposed, and changes to the July 4th event budget.

9.I-1Council Agenda 5-3-2022

Table 1: Proposed Changes to July 4th Event Budget
Current Budget Proposed Budget Change
Revenues $18,750 $22,055 $3,305
Expenditures $43,150 $51,903 $8,753
Net (Revenues –
Expenditures) $24,400 $29,849 $5,449
Staff recommends that Council appropriate an additional $3,305 in General Fund July 4th event revenues, appropriate $8,753 in additional July 4th event expenditures, and deappropriate $5,449 in the General Fund general contingency account to support the event in FY 2023.

RE: 4th of July Fireworks Permit

To Whom It May Concern,

We have approved your permit for the discharge of fireworks on the 4th of July 2022. The Permit has the following conditions for the public display.

1) Cal Fire/Pismo Beach Fire Department will provide an escort from City Limits to the display location. The licensed technician needs to make contact with the Fire Department 24 hours in advance for the arrangement of the escort. The contact number is 805-773-7050 and ask for the Captain on duty.

2) All vehicles driving on Pier will be inspected by Fire Official prior to entry.

3) Only the large truck transporting the fireworks and a pickup will be allowed on the pier.

Please contact the Chamber of Commerce for parking instructions. Please carpool as much as possible. Parking is very limited.

4) All box cakes or fireworks in cardboard boxes need to have a separation plate between the box and the pier decking. This can be clean metal trays (drip trays) or 3/8” plywood with an oversize area 6” larger than the box itself. This is to protect the decking of the pier from fire.

5) Full public access to the pier will be closed at 12:00 p.m. This will allow you to start loading the product in the proper location. Fire Department will also start wash down at 1:00 pm.

6) The Fire Department will make a tube inspection/set up inspection prior to full approval of the show. The Pyrotechnic Operator needs to inform the Fire Department 24 hours in advance when he would like to have the inspection.

Thank you in advance for your cooperation and assistance in ensuring a safe event for everyone.

Please feel free to contact me should you need further information at (805) 779-1025.

Sincerely,

Paul Lee
Battalion Chief
