City of Pismo Beach - Administrative Services Department Monthly Report – April 2022

KEY REVENUES

Transient Occupancy Tax (TOT)

As of January 1, 2021, TOT revenues are 11% of gross lodging revenues. These revenues reflect approximately 54% of the City’s General Fund budgeted revenues. Preliminary data for March rentals indicate that March 2022 TOT revenues are $1,175,747 which is below the year ago March 2021 TOT revenues of $1,252,036 by $76,289, or -6.09%. This decrease is related to various factors that have decreased occupancy, including more options for Spring Break travel as COVID restrictions wane, the timing of Easter, and more competition with other California counties compared to last year. Year-to-date TOT revenues for FY 2022 are $12,241,200, which is above the FY 2021 total of $9,513,292 by $2,727,908, or 28.67%. The increase in TOT revenues reflects a full year of the additional 1.0% TOT revenue in FY 2022 (Measure B-20 that was approved on November 3, 2020, increasing TOT from 10% to 11% of gross lodging revenues and effective January 2021), compared to only half a year of the additional 1% TOT in FY 2021. This increase is also due to an increase of tourism activity because of lessened COVID-19 restrictions and travel advisories and an increase of average nightly room rates. This is a preliminary amount as not all properties have reported. The following chart illustrates TOT revenues received in FY 2021 and FY 2022 by month.

Sales Tax Revenues

Sales tax revenues represent 1% of taxable sales received by the City. Fiscal year to date sales tax revenues through April 2022 amount to $2,619,153, which is above the year-ago total of $2,154,328 by $464,826 or 21.58% for the same period. Sales tax revenues are typically received 3 months after the month for which it was collected. For example, April revenues received are collected from January sales. The following chart illustrates sales tax revenues received in FY 2021 and FY 2022 by the month in which the sales tax was collected.

ECONOMIC INDICATOR

Consumer Price Index (CPI): For the Los Angeles/Riverside/Orange County area, the percent change in the CPI for the twelve months ending in March 2022 was 8.50%.

Fire Prevention
• 58-Plan reviews (Building/Planning)
• 9-Site visits
• 9-Fire Final
• 3-Rough/hydro inspection
• 1-Hotel inspection
• 1-Hotel elevator inspection-telephone system
• 2-Knox inspection
• 1-Public Service Assistance
• 4-Emergency responses
• 3-Special events
• Weed Abatement
• Film Permit
• Planning/Building meeting
• Car Show Planning meeting

Significant Incidents
• 04/13-A small fire occurred at Hoagies Restaurant. The investigation is pointing to improper use of commercial kitchen equipment. The kitchen will be closed until all proper repairs are made and the equipment is used in a safe manner. There was a small amount of damage caused to the Gallery next door.

Administration/Vegetation Management
• Staff will be requesting to purchase a stand-alone Thermal Imagining Camera (TIC) that is not connected to the Self Contained Breathing Apparatus (SCBA).

This will allow for independent use not needing an SCBA to be worn. The handheld TIC will still allow for searching in smokey conditions but also allow for victim searches at car accidents where people are ejected into the vegetation, looking at how full a chemical tank is, and searching for heat where an SCBA is not needed. It will also be 100% reliable as a Bluetooth connection to the face mask is no longer needed. We will be recommending that we purchase our April 2022 Activity Report

9.C-17Council Agenda 5-17-2022
Attachment 4

SCBAs and the TIC at the same time so that personnel can train using both. This will save staff time and provide more efficient training on this equipment. • City-wide Weed Abatement inspections are starting soon. Captain Byrnes and Michelle Pearson will be looking for vegetation on City and private lots that need to be removed to reduce fire risk. All City lots will be cleared before any work is done by the city contractor on any private lots. This program is a great tool to help harden our community against a damaging fire.
• Week of 4/18-Fire staff kicked off the Community Wildfire Protection Plan (CWPP) that the Fire Safe Council is funding. The project area is from Price Cyn Road North to Avila Beach Drive including the Pismo Preserve. The contractor selected has done work in the past when the last CWPP was done by CAL Poly on Ontario Ridge. Fire was happy with the last CWPP Results, and we are looking forward to this next chapter.

Lifeguards/Junior Lifeguard Program
• We have 5 new Lifeguards participating in the required USLA Academy. They have completed their first weekend of training and will need to get through the first two weekends in May and pass the final exams in order to be Lifeguard in Pismo Beach this summer.
• Captain Pacheco and Michelle Pearson have been working on a new version of our Pismo Beach Junior Lifeguard Program. Michelle has also been working with the City IT Department on setting up a completely online registration process for the JG Program. The participants will still be required to pass a swim test. The Program will also be split into two 3-week sessions instead of the 6-week program we used to offer. All of the other Junior Lifeguard Programs in the County offer multiple sessions. Staff has been corresponding with parents who are eager to register for our program this year and we are looking forward to a full program.
• Junior Lifeguard tryouts are complete and there are approximately 70 kids registered for the program which is double from what we had last year. Parents seem pleased with the changes made to our program.
