PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.H

SUBJECT/TITLE:

AWARD CONTRACT TO ALLSTAR FIRE EQUIPMENT INC. FOR REPLACEMENT OF

SIXTEEN SELF-CONTAINED BREATHING APPARATUS WITH EXTRA CYLINDERS

AND A THERMAL IMAGING CAMERA

RECOMMENDATION:

Adopt a Resolution awarding a contract for the purchase of sixteen Self-Contained Breathing Apparatus (SCBA) with extra cylinders and a Thermal Imaging Camera (TIC) in the amount of $125,794.11 and appropriating related budget adjustments.

BACKGROUND:

The Cal Fire/Pismo Beach Fire Department staff use Self-Contained Breathing Apparatus (SCBAs) for any work performed in an Immediately Dangerous to Life and Health Atmosphere (IDLH). Response types that could have an IDLH environment include structure fire, vehicle fire, confined space rescue, etc. Cal Fire also uses Thermal Imaging Cameras (TICs) with SCBAs for all fire types, victim recovery, and hazardous materials incidents. The TIC is an integral component to the SCBA platform.

Self-Contained Breathing Apparatus
The City’s 2013 SCBAs need to be replaced as the current packs are no longer supported and parts are not available and as they break, thus staff must put the packs out of service.

Fire personnel are required to “fit test” annually to ensure OSHA mandated requirements are fulfilled. Cal Fire/SLO County Fire Department uses Scott brand SCBAs, and replacing the City’s packs with what the County and state are using will reduce the need for extra fit testing. Purchasing the Scott SCBAs allows the City the opportunity to buy parts in bulk with the County. The City’s current SCBAs will not meet annual flow testing requirements. The costs to do annual flow and fit testing will be reduced by using surrounding departments’ equipment. The new SCBAs will also be compatible with neighboring fire departments.

Cal Fire has a competitive bid through the state contracted rate (Contract #1-17-42-04) established for SCBAs from Allstar Fire Equipment Inc., which is extending that price to the City of Pismo Beach as part of the Cal Fire contract. The SCBAs need to be purchased this fiscal year as the contracted term is only good until June 30, 2022. Allstar has indicated that the new contract with Cal Fire will see a 20% increase in cost.

Thermal Imaging Cameras
Recently, TICs have been purchased as a part of an SCBA mask. Research has provided reliability of an integrated TIC is not optimal, rendering the camera inoperable at times.

Additionally, the mask-mounted TIC limits the overall use of the camera and will not function when an SCBA is not required.

9.H-1Council Agenda 5-17-2022

Currently the hand-held TIC on Engine 64 has proven itself to be reliable and functions well in diverse call types. Engine 63 does not have a TIC and the industry standard is that all front-line resources will have a TIC for reducing rescue time and overall firefighter safety. Fire personnel will be provided training on both SCBAs and TICs at the same time, reducing the need for a separate class. Purchasing the TIC in this FY along with the SCBAs will reduce in-service training and overtime costs.

Conclusion and Recommendation
Staff recommends that the City Council adopt a resolution (Attachment 1) awarding a contract for the purchase of the replacement of sixteen SCBAs with extra cylinders and a Thermal Imaging Camera to Allstar Fire Equipment Inc. and appropriating related budget adjustments.

FISCAL IMPACT:

The Motor Vehicle Replacement Fund includes funding for the SCBAs that were originally proposed to be replaced in Fiscal Year (FY) 2024. Currently the balance of the MVR Fund SCBA replacement is $143,849 for FY 2022. Cal Fire received a quote from the competitively bid state contract in the amount of $119,224.59 for the 16 SCBAs and $6,569.52 for the TIC. Due to the immediate need to purchase and replace the City’s 16 SCBAs and the importance of purchasing the TIC, staff recommends appropriating $119,225 for the 16 SCBAs and extra cylinders and $6,570 for the TIC for a total amount of $125,795 in the MVR Fund Motor Vehicles Replacement Activity in the Capital Outlay Machine and Equipment account in FY 2022.

ALTERNATIVES:

1. Decline to adopt the resolution; defer purchasing SCBAs with extra cylinders and a Thermal Imaging Camera.

2. Provide direction to staff.
