City of Pismo Beach - Administrative Services Department Monthly Report – May 2022
KEY REVENUES
Transient Occupancy Tax (TOT)
As of January 1, 2021, TOT revenues are 11% of gross lodging revenues. These revenues reflect approximately 54% of the City’s General Fund budgeted revenues. Preliminary data for April rentals indicate that April 2022 TOT revenues are $1,533,183 which is above the year ago April 2021 TOT revenues of $1,423,910 by $109,274, or 7.67%. Year-to-date TOT revenues for FY 2022 are $13,744,384, which is above the FY 2021 total of $10,937,202 by $2,837,182, or 25.94%. The increase in TOT revenues reflects a full year of the additional 1.0% TOT revenue in FY 2022 (Measure B-20 that was approved on November 3, 2020, increasing TOT from 10% to 11% of gross lodging revenues and effective January 2021), compared to only half a year of the additional 1% TOT in FY 2021. This increase is also due to an increase of tourism activity because of lessened COVID-19 restrictions and travel advisories and an increase of average nightly room rates. This is a preliminary amount as not all properties have reported. The following chart illustrates TOT revenues received in FY 2021 and FY 2022 by month.

Administration/Vegetation Management
• Staff attended a Pre-Construction meeting for the new fire engine. The meeting was 2 days and went over the complete detail of each specification of the new engine before it is built. The engine build is a 12-18 month process, staff is looking forward to having a new engine next year.
• City-wide Weed Abatement inspections are completed. Captain Byrnes and Michelle Pearson drove around the City and identified City and private lots that need to be abated to reduce fire risk. The Weed Abatement contractor has begun clearing City owned lots and will start on private owned lots after the June 1st deadline. The majority of residents have done a great job of clearing and abating their lots/ yards and are in compliance. This program is a great tool to help harden our community against a damaging fire.
• Week of 5/2-Fire staff hosted a meeting for the summer season kickoff with the Land Conservancy. The meeting covered last year’s incidents in the Pismo May 2022 Activity Report

Preserve and focused on ways to improve. Fire staff established priorities for Fire Safe Council funded crew days to help better protect the Heights.
Lifeguards/Junior Lifeguard Program
• The 2022 USLA Academy has been completed by 3 new Lifeguard recruits. The new recruits will now complete their shadow shifts in Lifeguard towers with hands on learning and supervision. We feel confident the new Lifeguards will be fully trained and ready to staff towers on their own by July 4th weekend. • June 6th-Fire and Lifeguard staff conducted our Junior Lifeguard parent meeting.
The meeting was packed with new parents to our program. The parents had great questions and excitement about the Pismo Beach Junior Lifeguard Program. We have 74 kids registered for the program that consists of two 3-week sessions from June 27th-August 5th.

We will continue to monitor and track legislation and apprise the City Council once support letters need to be submitted. • The City submitted a letter of opposition to AB2011 which would require cities to ministerially approve, without condition or discretion certain housing projects.
PUBLIC OUTREACH / PUBLIC INFORMATION
• New Postings:
o Recreation Guide Video Post
• Staff began filming the next series of videos for drought messaging for Pismo Beach. This will focus initially on the enhanced restrictions and will then turn to how to save water through small adjustments.
• We held a virtually meeting with Grover Beach, Arroyo Grande, and WSC on the communication efforts for Central Coast Blue, how we are going to work collaboratively, and the structure for ongoing messaging to best service our perspective communities.
RISK MANAGEMENT
• City Clerk attended Traffic Safety Committee meeting on behalf of Risk Manager. • We received our annual invoice for CJPIA insurance. It should be noted that our insurance costs were approximately $116,000 less than last year. This is significant in that most of the authority Attachment 5

members had cost increases. This is attributed to our risk management practices and reduced liability through contract language, project management, and our employees being safe while serving the community. We thank the City Council for their support of our efforts to keep our employees safe and by doing so, having additional funds available for the public.
LIABILITY CLAIMS RECEIVED
• Jacobson, slip and fall at Pier Plaza
