PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.E

SUBJECT/TITLE:

PROPOSITION 1 GROUNDWATER GRANT PROGRAM FUNDING AGREEMENT

WITH THE STATE WATER RESOURCES CONTROL BOARD AND DESIGNATION OF

REPRESENTATIVES FOR CENTRAL COAST BLUE

RECOMMENDATION:

Adopt a Resolution authorizing staff to enter into a Proposition 1 Groundwater Grant Program funding agreement with the State Water Resources Control Board and authorizing and designating representatives for Central Coast Blue.

BACKGROUND:

Central Coast Blue (the Project) is a regional, indirect potable reuse project that will provide a drought resistant, sustainable local water supply for south county cities, improve and protect water quality in the Santa Maria Groundwater Basin, and enhance the health of our critical water basin. Project stakeholders include the cities of Pismo Beach, Arroyo Grande, and Grover Beach, and the South San Luis Obispo County Sanitation District.

The three Cities recently developed and approved a cost-sharing agreement to split the cost share based on the benefit to each agency which is currently calculated based on their groundwater entitlement. A draft Joint Powers Agreement is also in the final stages of development and will be considered by the respective City Councils in August 2022.

The City is submitting an application to the California State Water Resources Control Board’s Proposition 1 Groundwater Grant Program requesting funding for Central Coast Blue. The grant application will include over $25 million in requested funding, for which the participating agencies will provide at least a 50% match contribution. The requested funding is for design and construction of the project. Prior to the State Water Resources Control Board's executing a funding agreement, the City of Pismo Beach is required to adopt a Resolution authorizing an agent, or representative, to sign the funding agreement, amendments, and requests for disbursement on behalf of the City of Pismo Beach and to carry out other necessary project-related activities. The Resolution (Attachment 1) lists the following City official titles as authorized representatives.

 City Manager (James R. Lewis)
 Director of Public Works/City Engineer (Benjamin A. Fine)  Administrative Services Director (Nadia Feeser)

Once the Resolution has been submitted, the State Water Resources Control Board will move forward with processing the grant application.

Conclusion and Recommendation
Staff recommends that the Council adopt a Resolution (Attachment 1) supporting the State Water Resources Control Board Proposition 1 Groundwater Grant Program
