SUBJECT/TITLE:
REVIEW OF CODE OF ETHICS FOR CITY COUNCIL AND ADVISORY BODY
MEMBERS
RECOMMENDATION:
Conduct a review of the City's Code of Ethics for City Council and Advisory Body Members, and provide direction to staff if desired.
BACKGROUND:
On October 4, 2005, the City Council adopted Resolution R-05-067 (Attachment 1), establishing a Code of Ethics for City Council and Advisory Body Members, based on model language from the League of California Cities. On June 20, 2006, the Council approved an addendum to the policy allowing members to pledge that they will honor the policy in their service to the City. The City Clerk's Office currently collects this "Statement of Commitment" from each City Council Member and Advisory Body Member.
On July 19, 2022, a majority of the City Council directed staff to return an agenda item allowing for a review of the above Code of Ethics.
Conclusion and Recommendation
Staff recommends that the City Council conduct a review of the Code of Ethics for City Council and Advisory Body Members, and provide direction to staff if desired.
FISCAL IMPACT:
There is no fiscal impact associated with this review.

FOR CITY COUNCIL AND ADVISORY BODY MEMBERS
STATEMENT OF COMMITMENT
As a member of the Pismo Beach City Council or as a member of a Pismo Beach Advisory Body, I agree to uphold the Code of Ethics for elected and appointed officials adopted by The City Council and conduct myself by the following model of behavior.
I will:
Recognize the worth of individual members and appreciate their individual talents, perspective and contributions.
Help create an atmosphere of respect and civility where individual members, city staff and the public are free to express their ideas and work to their full potential.
Conduct my personal and public affairs with honesty, integrity, fairness and respect for others.
Respect the dignity and privacy of individuals and organizations.
Keep the common good as my highest purpose and focus on achieving constructive solutions for the public benefit.
Avoid and discourage conduct, which is divisive or harmful to the best interests of Pismo Beach.
