City of Pismo Beach - Administrative Services Department Monthly Report – July 2022

KEY REVENUES

Transient Occupancy Tax (TOT)

As of January 1, 2021, TOT revenues are 11% of gross lodging revenues. These revenues reflect approximately 54% of the City’s General Fund budgeted revenues. Preliminary data for June rentals indicate that June 2022 TOT revenues are $1,780,882 which is below the year ago June 2021 TOT revenues of $1,867,867 by $86,985, or -4.66%. Year-to-date TOT revenues for FY 2022 are $16,986,442, which is above the FY 2021 total of $14,173,274 by $2,813,168 or 19.85%. The increase in TOT revenues reflects a full year of the additional 1.0% TOT revenue in FY 2022 (Measure B-20 that was approved on November 3, 2020, increasing TOT from 10% to 11% of gross lodging revenues and effective January 2021), compared to only half a year of the additional 1% TOT in FY 2021. This increase is also due to an increase of tourism activity because of lessened COVID-19 restrictions and travel advisories and an increase of average nightly room rates. This is a preliminary amount as not all properties have reported. The following chart illustrates TOT revenues received in FY 2021 and FY 2022 by month.

Fiscal year to date sales tax revenues through July 2022 amount to $3,653,556, which is above the year-ago total of $2,999,623 by $653,933 or 21.80% for the same period. The City expects one more sales tax payment to the City on August 31, 2022 (from March 2022 sales) for the final sales tax revenues for FY 2022. Sales tax revenues are typically received 3 months after the month for which it was collected. The following chart illustrates sales tax revenues received in FY 2021 and FY 2022 by the month in which the sales tax was collected.

Administration/Vegetation Management
• Week of July 25th-Fire personnel have been assigned to help with the Oak Fire in Mariposa County as well as the Casner Fire in San Diego County. The 2 fires are less than 50% contained. A break in weather will help with containment numbers. • Fire staff worked with SLO County Parks to help reduce the incidents at Cave Landing. Staff was concerned with the number of fires and past incidents related to large groups and fireworks. This year Port SLO, CHP and the Sheriff worked with a private security company to reduce the calls for service. The Fire Department did not receive one call for service this year. We are happy that the risk to Bluffs Drive, El Portal and the Comm Equipment on the hill was reduced. • Week of July 18- Fire staff held a meeting with Dan Turner from the SLO Fire Safe Council to form a Fire Safe Focus Group around the City. There are 5 groups that have formed around the City over the last 8 years and they will now be combined. The single group will allow for less competition for grants and focus on creating 1 grant to travel in a unified direction. The past 5 groups have done July 2022 Activity Report

outstand work in protecting Avila Beach, Shell Beach and Pismo Beach. We look forward to this unified groups continued work.
• Week of July 18th-Sidewalk CPR went well at the Pismo Farmers Market. Many contacts were made at the market showing hands free CPR. This demonstration showed how easy hands-free CPR is and that this simple action being performed prior to First Responder arrival can make a difference in someone’s overall outcome.

• The first 3-week session of Junior Lifeguards was successful and the 2nd three- week session has begun. The overall consensus from the parents and kids is they love this 3-week format and many parents requested to add their kids to the 2nd week. We are looking forward to the end of the year Award and Movie night on the last day of the program. This is the first time we have offered this event and both sessions are invited. Lifeguards will be cooking hotdogs and hamburgers and showing the movie Surf’s Up.

LIABILITY CLAIMS RECEIVED
• Spyglass Ridge Villas Homeowners Association, Liability Claim

SAFETY PROGRAM
• Safety Steering Committee met with Cal JPIA Regional Risk Manager Tim Karcz and Cal JPIA Training Assistant Kanisha Adams to review claims, injuries, inspections, and trainings for Quarter 2 of 2022.
• Postponed Safety Incentive Lunch was held to recognize the achievement of the safety program goal of less than 4 medical injuries in Quarter 1 of 2022.

OTHER
• Public Works and Cal Fire staff met at 900 Bello to begin preparation for the relocation of living space for the firefighters at Station 64. The upgrades to the home include adding lighting to the exterior for safety, changing door locks, and preparation for the alert system. Our lease begins on August 1, 2022, but we anticipate the move in data to be closer to September 1, 2022, to account for the transfer of system, furniture, and other related systems. • Bello Vets’ Hall Insurance Claim- The City submitted a claim for the gas leaks at the Bello Vets Hall. Unfortunately, the line itself is not covered, only the opening and closing of walls to make the necessary repairs/replacement. Given our deductible, it will most likely result in no claim being finalized, however Public Works is moving forward with the replacement of the line. • Public Safety Facility Committee Meeting - The biweekly meeting occurred this week and the architecture team is making good progress on the direction from the City Council following the July 7, 2022 Special Meeting.
