PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.B
SUBJECT/TITLE:
DIRECTION ON PALISADES AND CHUMASH PARKS PLAYGROUND PROJECT
RECOMMENDATION:
Provide staff with direction on how to proceed with the Palisades and Chumash Parks Playground projects.
BACKGROUND:
On March 15, 2022 staff provided Council with two playground equipment layout options for the “Palisades Park Improvements” and “Chumash Park Improvements” projects, both of which are included in the Fiscal Year 2022 budget. The staff report for that meeting can be found in the Access Pismo online public records portal1 or by scanning the QR code at right.
At the March 15, 2022 meeting, Council directed staff to proceed with option 2 which included pursuing playground equipment improvements at a new location within Palisades Park only. Those improvements included replacement of play equipment, barbecues, and picnic tables, as well as keeping the picnic and play areas separated.
Council also directed staff to make repairs to the poured-in-place softfall at Chumash Park and to postpone all other playground equipment improvements at Chumash Park.
Following that meeting, Planning Division staff identified the potential need for an archaeological study for the new proposed location at Palisades Park prior to any final plans being designed. Engineering Division staff contracted with consultants to perform an archaeological investigation as well as topographic surveys of Palisades Park before moving forward with the design consultant. The archeological investigation has been performed, and based on the report received by staff, the playground equipment improvements can be made at any location the Council sees fit. The topographic survey has also been completed.
Recreation Division staff requested a playground inspection of Chumash Park in order to obtain quotes for repairing the softfall surface. The inspection determined that the current softfall surface does not meet the fall test requirements and cannot be repaired; it will need to be replaced to be in compliance with fall test requirements. The play equipment at Chumash Park, while in good condition, is past the lifespan of the equipment and the inspection identified several pieces of the equipment that need to be repaired. Because the play equipment is more than twenty years old, parts for those repairs are not readily available and will need to be special ordered or fabricated. While it would be possible to

make the playground compliant with playground safety standards and extend the life of the playground, the equipment has exceeded its expected life expectancy and will continue to need further repairs over the next few years. Additionally, these fixes will not meaningfully improve the aesthetics of the playground.
Chumash Park Options
Due to the softfall failing the fall test requirements during its inspection, staff has identified two options for moving forward with replacing the out-of-compliance surfacing at Chumash Park.
Option A – Replace Existing Softfall with Engineered Wood Fiber Option A is to replace the existing softfall with engineered wood fiber, similar to what was installed at Spyglass and Dinosaur Caves Parks. This would require extensive labor, due to the requirement to protect the existing play structures and the existing footings to allow for the correct depth for the engineered wood fiber. This option would also include repair and replacement of the select parts of the play structure that were identified in the inspection report as in need of replacement. The estimated cost for the playground equipment replacement parts as well as the demolition and installation of the fall protection is approximately $225,000. ADA site access improvements would need to be completed in conjunction with the installation of engineered wood fiber. Staff estimates the total cost of Option A to be approximately $290,000. The City’s Purchasing Policy requires that work of this cost be advertised for informal bids.
Option B – Replace All Play Equipment
Option B is the originally proposed layout that was selected by the Parks, Recreation and Beautification Commission (PRBC) and included in a request for proposals (RFP) for design of the new play equipment. This was presented to Council as part of option 1 at the March 15, 2022 meeting. The current play equipment is past its lifespan, and therefore parts are not readily accessible. Due to the high cost of replacing the softfall while leaving the existing equipment in place, staff is presenting this option for Council’s consideration.
Staff estimates the total cost of Option B to be approximately $664,000. While this is significantly more than the cost of Option A, the total cost of the softfall replacement in Option B is ultimately less than that of Option A, due to the extensive labor required to protect the existing aging play structure and the existing footings if only the softfall were to be replaced.
12.B-2Council Agenda 8-16-2022
Palisades Park Options
Staff has identified three locations where the new playground equipment can be installed at Palisades Park, shown in Figure 1, below.
Figure 1. Palisades Park, showing three options for playground location
Option A – Existing PRBC Recommendation
The location shown in Figure 1 was selected by the PRBC and included in a request for proposal (RFP) for design of the new play equipment. This location will yield the largest playground with a relatively low cost of construction since the site is already mostly level.
Should the Council direct staff to proceed with this site, the next steps would be the following:
Award a contract to the playground equipment manufacturer Landscape Structures, Inc., and the design consultant Callander Associates for the preparation of the construction plans and bid documents Installation of the playground equipment – Spring 2023
Option B – Previous Council Direction
The location shown in Figure 1 was the location that the City Council directed staff to investigate on March 15, 2022. This site would yield a playground similar in size to Option A, however the cost of construction would be greater because the site is not level and would require additional grading and retaining walls and would also require the removal and replacement of the sidewalk/pathway which runs through the park. Staff estimates that this option would cost approximately $265,000 more than Option A. Should the Council direct staff to proceed with this site, the next steps would be the following:
Revise scope of work with the playground equipment manufacturer Landscape Structures, Inc., and the design consultant Callander Associates for the preparation of the construction plans and bid documents A B C
12.B-3Council Agenda 8-16-2022
Installation of the playground equipment – Summer 2023
Option C – New Option at Current Location
The location shown in Figure 1 is the current location of the play equipment. This site would yield the smallest playground, and because the previously selected play equipment will not fit on this footprint, this option would have to be reviewed by the PRBC to select a new play equipment layout design. While this site would not have the earthwork costs associated with Option B, it would still require ADA access improvements. While this site would require ADA improvements to be made, there would be cost savings associated with less play equipment due to the smaller playground. Staff estimates that the cost of installing play equipment at this location would be similar to Option A. Should the Council direct staff to proceed with this site the next steps would be the following:
Revise playground equipment manufacturer design
PRBC review and Approval – Fall 2022
Revise scope of work with the consultant Callander Associates and award a contract for the design of construction plans and bid documents – Fall 2022 Installation of the playground equipment– Summer 2023
Conclusion and Recommendation
Staff recommends that the City Council discuss options for the Palisades Park and Chumash Park Playground projects and provide staff with direction on how to proceed.

The BeachComber is a ocean/beachy-themed structured designed to be packed with play for children of all ages.
While the structure is technically rated for 5-12 year-olds, it was designed to include a graduated mix of play elements that children can grow into.
It’s got challenging climbers that are both low to ground and higher up. It’s Alpine slide is tall and fast, while it’s Double Wave Slide is perfect for a younger child and bestie! Additionally, it’s got a great mix between tried-and-true elements like slides and overhead climbers, while also incorporated the more modern, unique and challenging net climbers that keep children busy for hours! Design-wise it provides those beachy aquatic vibes, without the overtness of something more obvious.
PLEASE NOTE: The height of the sea-life post toppers can be adjusted to meet the needs of the community if it’s determined that they are too obtrusive! The BeachComber!
