PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.A

SUBJECT/TITLE:

QUARTERLY UPDATE AND DIRECTION TO STAFF FOR THE PUBLIC SAFETY

FACILITY DESIGN-BUILD PROJECT

RECOMMENDATION:

Receive a quarterly update and provide staff direction for the Public Safety Facility Project.

BACKGROUND:

At the direction of the City Council, staff will be updating the Council quarterly on the status of the Public Safety Facility project and providing the City Council with an opportunity to give direction at key decision points to ensure that the project is designed to meet the needs of the community.

Project Update
Following the July 7, 2022, Special City Council Meeting to review the most current design options, as directed by the City Council, staff has prepared the preliminary block diagrams for a site layout known as “Option D”. The exploration of an “Option D” was directed as an approach to potentially addressing several concerns relative to the previous site layout Options A, B and C. All of these options are described further in this report. The City Council also requested updated cost estimates, which are provided below.

Below is a summary description of each of the four design options, along with concept layouts which are illustrated in Attachment 1. An aerial view of the existing site layout is provided below for reference.

Summary of Site Layout Options

Option A: Combined Facility - Fire Station Diagonal Exit at Bello St. / Wadsworth Ave.

This option would combine the existing Police Station with the new Fire Station and have shared space between the two facilities. The layout would include a new Fire Station with a diagonal exit for fire apparatus (engines) at the intersection of Bello Street and Wadsworth Avenue. The Fire Station, and the shared space, would be all new construction. The Police Station would have an addition to the front of existing station in alignment with the Fire Station, and the Police Station would receive a comprehensive interior remodel and reconfiguration to improve internal efficiency and adjacency.

Fire apparatus would enter at the southernmost entrance (in the location of the now- vacant 940 Bello Street lot) and would travel along the perimeter of the property to the fire station. Due to the shared entrance for Fire apparatus, additional modifications to security protocol for the Police Department would need to be configured to ensure safety.

The Police Department would use the same shared entrance as its exit as well. Having one shared entrance/exit is not the preferred alternative. See page 1 of Attachment 1.

Option B: Separate Facilities – Fire Station Diagonal Exit at Bello St. / Wadsworth Ave.

This option includes two separate buildings for the Fire Station and Police Station, with shared space located within the Fire Station. The shared space would include a modern Emergency Operations Center, fitness facilities, and community space. To meet the current and future needs of the Police Department, an addition would be recommended to the south of the property, crossing onto the 940 Bello Street lot. The Police Department would receive interior renovations to the Communications Center/Dispatch, relocation of administrative offices, and redesigned locker room facilities. Interior walls and corridors would be preserved to the greatest extent possible.

In contrast to Option A, Option B would have two separate driveways and exits for the Police and Fire Departments, which is the preferred configuration when feasible. The fire apparatus would enter between the two buildings (along the existing driveway) and would exit at the diagonal exit at Bello Street and Wadsworth Avenue. See page 2 of Attachment 1.

Option C: Separate Facility - Fire Station Exit at Bello Street Adjacent to Existing Police Station
This configuration would have the Fire apparatus entering from Wadsworth Avenue, with the apparatus bays exiting onto Bello Street closest to Hollister Avenue. The Fire Department living quarters and office space would be located closest to Wadsworth Avenue. This design was originally presented at the July 7, 2022 Special Meeting as a two-story building, however the City Council directed modifications to make the building single-story and relocate the Emergency Operations Center and other shared space to the Police Station to ensure that bedrooms for the Fire Station would be on the same level as the apparatus bay.

Council Agenda 9-6-2022 12.A-2

Due to the grade changes throughout the site, this option would require the most amount of grading and sitework, however there would be efficiencies gained by creative use of retaining walls and leveling components of the site.

The Police Station in Option C would be substantially similar to Option B, with the notable inclusion of the Emergency Options Center and other shared space. This would result in increasing the square footage of the addition proposed to the building to accommodate the functions as directed by City Council. See page 3 of Attachment 1.

Option D: New Police Station Closer to Wadsworth - Fire Station Remodel of Existing Police Station
This option would change the configuration of the project by designing a new Police Station at the site of the old Elementary School/City Hall, and repurposing the existing Police Station location for the Fire Station and adding a two-bay double-deep apparatus bay at the 940 Bello Street lot.

Locating the Police Station, rather than the Fire Station, at the site of Old City Hall would alleviate many of the site constraints present in Option C resulting from fire apparatus being unable to easily navigate different grades, as well as having the living space and fire apparatus bays at different grades.

Because of the property depth and the operational needs of a Police Station, the design for the Police Station would be two stories. To incorporate the existing brick façade into the design, an offset is being proposed in the second story to retain the façade’s prominence and to minimize visibility of the second story from Bello Street. The exact amount of offset would be based upon the recommendation of the historical preservation architect from the selected Design-Build Entity team. The first floor of the Police Station would have the public counter, property release, the Emergency Operations Center, booking, and evidence. The second floor would have the Communications Center/Dispatch, and administrative offices.

The interior of the existing Police Station would be renovated to incorporate both living space and apparatus support uses for the Fire Department. The square footage of the existing Police Station would meet, and in fact exceed, the needs of the Fire Department.

The architect team recommends an addition for connectivity and adjacency between the existing apparatus bay and existing Police Station, in addition to the new double-deep apparatus bay. Overall, the building has more than enough space to meet the program needs of the Fire Department, and in an effort to minimize the number of walls that need to be relocated, some areas will be intentionally designed to be spacious.

While some new Fire Stations have individual dorm rooms with adjacent bathrooms, this repurposed space would not allow for that configuration without substantial additional cost. The proposed layout would have single-use toilet and shower rooms, which would meet all current design requirements and give the Fire Station the most flexibility with staffing into the future.

Council Agenda 9-6-2022 12.A-3

Since some of the existing building would be utilized for fire apparatus support space, there would need to be reconfiguration of HVAC and mechanical systems, but those costs are offset by the overall savings of using the existing building.

This option would require the Fire Department to vacate the building during a certain part of construction, as the addition and remodeling of the access to the Fire Station would create disruption that would not be conducive to continuing operations. Staff would coordinate with the selected Design-Build Entity to time and coordinate relocation efforts.

See page 4 of Attachment 1.

Police and Fire Chief Recommendation
Based on the internal configurations for each building, as well as the site plan considerations, both Police and Fire Chiefs prefer and recommend either Option B or Option D. While each proposal has its advantages and considerations, each of these two options would serve the community well and meet current and future operational needs.

Relocation of Police and Fire Departments
As part of the project, a temporary relocation of the Police Station would be necessary in any of the design options as it would be difficult to maintain operations during construction. The continuing of operations of the Fire Department in Options A, B and C, would utilize the existing fire station, with housing being provided at 900 Bello, the property that the City is currently leasing.

Option D, as currently proposed, would make operating out of the Fire Station difficult, if not impossible, during much of the construction. While staff would recommend a phased approach to construction, there will still come a point during the construction when the site will be required to be vacated.

Police Station
The City Council previously provided direction to staff to design proposed improvements for the temporary relocation of the Police Station into the City’s current Visitor Information Center/Parking Office at Hinds Street and Dolliver Avenue, as well as consideration of the City’s owned property at 330 Main.

Fire Station
Staff reevaluated vacant property within the City to determine available alternative sites to conduct Fire operations temporarily during construction, including both publicly- and privately-owned sites. After several preliminary conversations with staff and property owners, staff has determined that the most viable short-term alternative may be the City’s Corporation Yard. Staff will continue to look at various sites and options. Part of the evaluation of any site will include, but is not limited to, location, access, utilities (water, sewer, electricity), proximity to sensitive uses, etc.

There are providers that rent temporary structures for apparatus bays and living quarters.

As of the writing of this report, staff is awaiting preliminary costs, and will continue to Council Agenda 9-6-2022 12.A-4

explore this further to ensure that the community continues to be served during construction of the new facility.

Cost Estimates
Each of the four options presented have its own design considerations that impact cost.

This includes grading, foundation/concrete, remodel, retrofit, and mechanical systems.

The following are the rough order of magnitude for cost estimation purposes for construction and do not include soft costs.

Site Plan Estimated Cost
Option A $25M to $30M
Option B $24M to $29M
Option C $26M to $31M
Option D $28M to $34M
Staff will work diligently with the City’s team of architects and Owner’s Representatives to refine the cost once a desired alternative is selected. As part of the design competition between the three Design-Build Entities, cost will be submitted, along with assumptions, for the City Council to consider prior to awarding a contract.

Staff Recommendation
The next step toward construction is to finalize the Bridging and Criteria Documents. Staff recommends that the City Council select and direct staff to finalize the Bridging and Criteria Documents for one of the four options outlined above, and begin the design completion.
