Re. Proposal Addendum for Planning Services
Dear Mr. Downing,
It has been a pleasure working with you and your staff at the City's Planning Division. UPC was hired by the City in 2018 to assist with a variety of tasks including an update to the General Plan and Local Coastal Program (GP/LCP). An approximate one year pause in services in 2020 was taken due to the pandemic. UPC was rehired in June 2021 to continue planning services associated with the GP/LCP.

To date significant progress has been made on the GP/LCP with draft documents produced for the Land Use, Noise. Safety. Circulation, and Conservation and Open Space Elements. A draft zoning code has been completed as well as the draft Environmental Impact Report (EIR).

Our contract was intended to accommodate one year of planning services, through the local public hearing process. However the City Council has decided to review each document in closer detail than was anticipated, through a series of study sessions. There were a total of six monthly study sessions scheduled, three of which have already occurred. However based on the amount of content covered in the study sessions thus far, we anticipate a minimum of four more study sessions prior to starting the public hearing process. This does not include study sessions for the updated zoning code.

Services
Urban Planning Concepts will continue to provide the following services for the overall project management for the GP/LCP and Zoning Code / Coastal Implementation Plan including but not limited to:
• Review and revise documents - We suggest that UPC become the editor of the General Plan /Local Coastal Program Elements. This will provide a streamlined approach to editing the documents based on decisionmaker feedback and comments. • Attend and present projects at Planning Commission and/or City Council study sessions and public hearings.
• Produce meeting notes and memorandums based on decisionmaker comments. • Produce staff reports and prepare powerpoint presentations. • Attend meetings with planning staff to review and discuss work products as they relate to policy and regulatory revisions.
• Attend regularly scheduled meetings with consultant team and Coastal Commission staff. 2624 AIRPARK DRIVE • SANTA MARIA, CALIFORNIA 93455 • 805/934-5760 • FAX 805/934-3448 www.urbanplanningconcepts.com

• Maintain and monitor project schedules and budget.
• Continued grant management including Coastal Commission and SB2 grants.

Cost Estimate
We propose a not to exceed budget of $126,000 with average monthly billing of approximately $10,500. This budget will provide for an average of 15 hours of dedicated planning services per week at $175 per hour for the next twelve months. This reflects a reduced rate based on our appreciation of our working relationship.

We have greatly enjoyed our working relationship and look forward to continued opportunities. Please call me if you have any questions or would like additional information.

Sincerely,
Brian Schwartz, AICP
