City of Pismo Beach - Administrative Services Department Monthly Report – August 2022

KEY REVENUES
Transient Occupancy Tax (TOT)
As of January 1, 2021, TOT revenues are 11% of gross lodging revenues. These revenues reflect approximately 54% of the City’s General Fund budgeted revenues. Preliminary data for July rentals indicate that July 2022 TOT revenues are $2,289,145 which is below the year ago July 2021 TOT revenues of $2,353,830 by $64,685, or -2.75%. This is a preliminary amount as not all properties have reported. The following chart illustrates TOT revenues received in FY 2022 and FY 2023 by month.

Sales Tax Revenues
Sales tax revenues represent 1% of taxable sales received by the City. Fiscal Year 2022 sales tax revenues collected through August 2022 amount to $3,964,222, which is above the year-ago total of $3,561,325 by $402,897 or 11.31% for the same reporting period. Sales tax revenues are typically received 3 months after the month for which it was collected. The following chart illustrates sales tax revenues received in FY 2021 and FY 2022 by the month in which the sales tax was collected.

OPERATIONS

Finance

Financial Reporting
• Comprehensive User Fee Study and Cost Allocation Plan: Finance Staff reviewed the RFP’s submitted for the User Fee Study and Cost Allocation Plan and a committee made up of members from Administrative Services, Police, Tourism & Events, and Public Works met to discuss the proposals. The committee selected a vendor and staff had a kickoff meeting for the project.

Budget
• Budget Adjustments: Finance Staff updated the budget figures in Springbrook to reflect the Mid-Cycle Budget adjustments approved by City Council on August 16th.

Business Licenses
• Renewals: Approximately 1,400 Business License renewal emails were sent to all businesses in Pismo Beach as the Business License year runs from October 1st to September 30th.

Renewals for both can be done through our online portal and via paper by mailing in or dropping off the renewal form at City Hall.

Projects
• Central Coast Blue Prop 1 Funding: Staff received the exciting news that the US Bureau of Reclamation indicated that we were awarded our full grant request of $14.1M for Title 16! Title 16 covers 25% of costs, meaning the City will be able to request more funds in the future to cover project cost increases.
• Central Coast Blue: Staff continue to work on the Joint Powers Authority Agreement for Central Coast Blue. The JPA will serve as the entity for issuing debt for the Central Coast Blue project and the Agreement outlines the governance structure and related financial aspects typically addressed in bond documents.
o Staff continue to work with Arroyo Grande and Grover Beach to provide information regarding the JPA agreement. Both cities anticipate seeking their respective Council approvals of the agreement after the Joint meeting on September 14th. o Finance staff worked on the JPA agreement to include the financial and financing aspects of the agreement in preparation for a WIFIA loan. Staff presented the information to the Central Coast Blue Management Team for review. • Electronic Parking Citations: The Finance Manager worked with the Parking Supervisor and IPS, the City’s parking kiosk and meter vendor, regarding the financial transition to IPS’s electronic parking citation software

Technology

Safety & Security
• Public Safety Radio: IT installed the new antenna infrastructure at Hillcrest, Bello, and Cave Landing/Ontario Ridge which is part of the Public Safety radio project. • Chapman Estate: IT installed two security cameras at the Chapman Estate. Two more will be installed once electrical work is completed.
• CAD-to-CAD System: IT met with IT representatives from SLO County, City of Paso Robles, City of Grover Beach, City of San Luis Obispo, and City of Atascadero to discuss the strategy for the County’s CAD-to-CAD system to allow all public safety agencies in the county to communicate with each other.

Infrastructure
• Radio Communications: IT met with CalFire and County Radio representatives to discuss how we might partner to provide CalFire with improved radio communications. • Parking E-Citations: IT assisted Parking with kicking off the parking e-citation project. This will allow parking tickets to be sent to the payment processing system in real time, thus allowing people to pay electronically immediately.
• City Hall Wifi: IT installed new network drops at City Hall to improve wireless coverage. • Police Department: IT fixed network drops at the Police Department to improve IT’s ability to remotely support their equipment.
• Police Radio Upgrade: The City’s vendor has received the equipment for the Police Radio Upgrade project. Global supply chain issues caused delays as the City’s backend radio components are manufactured in New Zealand.

9.C-4Council Agenda 9-20-2022

• Fire Department - Lifeguard Division: IT installed a new computer for the lifeguards at Fire Station 64.
• Fire Department Move: IT assisted Fire Station 64 in moving equipment from the dorms in the trailer to the leased property at 900 Bello Street. • Paperless Records: IT assisted Community Development with uploading 501 permanent records to Laserfiche. Digitization makes the records more accessible to staff while decreasing the number of paper records stored.

Planning
• IT Strategic Plan: The Technology Steering Committee worked with ClientFirst to plan and prioritize the various Departmental-driven technology initiatives for the next five years. ClientFirst also reviewed all the IT infrastructure projects with the Committee and the Committee agreed that all the IT infrastructure projects are necessary and should be included in the 5-Year plan.

OTHER
• Public Works and Cal Fire staff met at 900 Bello to begin preparation for the relocation of living space for the firefighters at Station 64. The upgrades to the home include adding lighting to the exterior for safety, changing door locks, and preparation for the alert system. Our lease begins on August 1, 2022, but we anticipate the move in data to be closer to September 1, 2022, to account for the transfer of system, furniture, and other related systems. • Bello Vets’ Hall Insurance Claim - The City submitted a claim for the gas leaks at the Bello Vets Hall. Unfortunately, the line itself is not covered, only the opening and closing of walls to make the necessary repairs/replacement. Given our deductible, it will most likely result in no claim being finalized, however Public Works is moving forward with the replacement of the line. • Public Safety Facility Committee Meeting - The biweekly meeting occurred this week and the architecture team is making good progress on the direction from the City Council following the July 7, 2022 Special Meeting.
• Received one proposal for the Council Chamber Automated production Equipment RFP.

RECREATION PROGRAMS

Camps in August include; Drum Perks, Ocean Adventures, Creative Kids Theatre, Surt, Art, Volleyball, and Lego camp. Strong enroll- ment numbers continued as we closed out the summer with many camps waitlisted due to being filled early. Recreation staff worked diligently to fill every slot available due to cancellation or illness, often signing up participants hours befo re they started to accommodate families in need of activities for the summer. • The fall activity guide was mailed out to homes in the five -cities area in the second week of August. New programs for fall include GIT LIIT (Low Impact Interval Training) and Acrylic Art by Catherine. Classes are filling for fall as we contin- ue to see strong support for our youth and adult programming. • Recreation updated the city’s website for fall programs and inputted all fall classes into the registration software, Active.
• Recreation continues to communicate with instructors regarding enrollment, logistics and needs to ensure the pro- grams are successful.
• Processed invoices, completed cash/credit reconciliation and instructor payments.
