PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.I
SUBJECT/TITLE:
APPOINTMENT OF JACK KRASNER TO THE PARKING ADVISORY COMMITTEE RECOMMENDATION:
Provide direction to staff on the appointment of Jack Krasner to the Parking Advisory Committee, for a membership term ending February 28, 2023.
BACKGROUND:
In February 2022, the City Council conducted interviews of a number of applicants to fill routine vacancies, due to scheduled term ends, during the annual recruitment for all City advisory bodies. At that time, the Council reappointed three incumbent members to the Parking Advisory Committee, to fill the three vacancies that existed at that time.
In September 2022, Parking Advisory Committee member John Capela resigned from the Committee due to a relocation of residence out of the area. A vacancy now exists on the Committee. At its September 20, 2022 meeting, the City Council directed staff to return with an agenda item allowing the Council to consider appointing Pismo Beach resident Jack Krasner, who was interviewed but not appointed during the annual recruitment, to fill the remainder of Capela’s term, which expires February 28, 2023.
Krasner’s application and resume are provided as Attachment 1. As a Pismo Beach resident and retired parking operations professional, Krasner meets the eligibility criteria for the Committee.
Conclusion and Recommendation
Staff recommends that the Council, by minute order, provide direction to staff on the appointment of Jack Krasner to the Parking Advisory Committee, for a term ending February 28, 2023. Krasner would be eligible for reappointment during the 2023 annual recruitment. Making the appointment in this manner is an expedient and cost-effective way of filling this vacancy.
FISCAL IMPACT:
There is no fiscal impact from the appointment of a Parking Advisory Committee member.
ALTERNATIVES:
1.Appoint Krasner for a term ending February 28, 2025, such that the seat would not need to be re-filled in the spring of 2023.
2.Direct staff to schedule a Special City Council meeting to conduct interviews of other applicants for this seat.
