PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.C

SUBJECT/TITLE:

POLICE DEPARTMENT SEMI-ANNUAL UPDATE

RECOMMENDATION:

Receive Police Department Semi-Annual Update.

BACKGROUND:

The Police Department will provide an overview of activity from January 2022 through August 2022. The City Council will review information regarding crime trends/statistics, staffing, dispatch consolidation, parking, activities of the Community Service Technicians, Police program implementation and community involvement. Additionally, the City Council will be briefed on the many accomplishments of the department during this calendar year.

Semi-Annual Department Update
From January 2022 through August of 2022, the Police Department noted a 15% decrease in reportable incidents. Of these reportable incidents, the Police Department saw a 5% increase in Part 1 crimes and a 21% decrease in Part 2 reportable FBI crime offenses. There are several factors that may have contributed to this reduction in reportable incidents. These factors may include the reduction in hotel occupancy and visitors to the city, staffing vacancies, and the removal of COVID protocols at the County Jail.

The Police Department has had a very successful year in hiring new police officers. The Department has hired four new officers and one reserve officer, all of whom come to Pismo Beach with law enforcement experience. In total, these five positions bring approximately 70 years of law enforcement experience to the City of Pismo Beach. The City has been fortunate to hire several outstanding new dispatchers in the recent past.

Prior to the end of October 2022, the Police Department anticipates being fully staffed in dispatch.

During the remainder of 2022, the Police Department will focus on hiring and training the remaining open dispatcher positions, parking positions and internal special assignments.

Department personnel will continue to work on the implementation of the Computer Aided Dispatch/Records Management System (CAD/RMS) project and License Plate Reader (LPR) technology that was approved this past year will also be a top priority. Additional items will be covered as well.

FISCAL IMPACT:

There is no direct fiscal impact from this report.
