Dear Mayor Waage and Pismo City Council Members:

I write in opposition to item 11 A on your agenda for tonight, October 18, 2022.

The General Plan Amendment and CDP proposed for 171 Naomi violate the Coastal Act, Coastal Act policies, CEQA, the Local Coastal Plan, as well as the General Plan, in that its sheer size and bulk are incompatible with the immediate neighborhood and the character of the community. Additionally, the narrow setbacks add to the denigration of the visual quality and character of the neighborhood. I also oppose this development on the grounds that the overall size of the development does not meet the Neighborhood Compatibly requirement per the General Plan.

Please protect the quality of life in Shell Beach. Do not approve the demolishment of the 1340 square foot house at 171 Naomi Avenue. The proposal to replace this house with one nearly three times the size (3648 square foot) WILL have a negative effect on the environment and quality of life in Shell Beach, and will set a dangerous precedent with long-ranging consequences for our citizens.

At the recent Coastal Commission hearing on the LCP Amendment proposed for approval tonight, Councilmember Newton played the victim card, claiming that those of us who oppose his plan to build a huge house with inadequate setbacks simply don’t like him. We don’t like the degradation of community character and our quality of life, and we don’t like his use of city resources for his own self-interest. We have long fought these same battles here.

It is disturbing that Councilmember Newton’s self-interest blinds him to our genuine community concerns.

One of the major purposes of the General Plan is to assure that development in the City of Pismo Beach maintains, and if possible enhances, the community experience for the current residents.

The citizens here have been protesting loudly about the approval of such large, fortress-like homes dominating the lots where the neighborhoods are still predominantly one story homes with welcoming front yards set back from the street. The City of Pismo Beach recognized the need to adopt new development standards and design guidelines to protect the unique, low-key ambiance and community character of the special Shell Beach neighborhoods.

The proposed project is inconsistent with the community character of the surrounding neighborhoods, and therefor violates Chapter 3 of the Coastal Act. Also, the proposed project impacts the important scenic and visual

qualities of this coastal area, making this project inconsistent with the policies if Sections 30251 and Section 30116(c) of the Coastal Act.

The proposed size of the project is not consistent with the visual resources and minimization of adverse impacts policies of the Coastal Act. In particular, the proposed project is inconsistent with the scale, mass, and character of the surrounding residential neighborhood.

Please protect our community character, and deny the proposed General Plan Amendment and Coastal Development Permit.

Thank you,

Tarren Collins
