PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.C
SUBJECT/TITLE:

PURCHASE OF EIGHT PARKING PAY STATIONS FROM IPS GROUP
RECOMMENDATION:

Adopt a Resolution authorizing the purchase of eight replacement parking pay stations from IPS Group in the amount of $68,915.37 in Fiscal Year 2023.

BACKGROUND:

The Fiscal Year (FY) 2023 Parking Enterprise Fund budget includes $69,999.62 to purchase eight parking pay stations, replacing the old parking pay stations throughout downtown.

These pay stations are essential equipment needed for the public to pay for parking in the city. The existing pay stations are in poor condition due to age, harsh coastal weather, and repeated usage over the years. The existing pay stations also have out-of-date technology which only accepts limited payment options.

The City purchased its current parking meters and parking pay stations from IPS Group, which is offering new parking pay stations as upgrades to the City’s existing pay stations.

Staff has determined that the new IPS Group pay stations (Model MS-03 Multi-Space Pay Station) provide a more customer-friendly interface due to a larger, high-resolution color display touchscreen with clear instructions, anti-glare screen, and pay-by-cell integration, smart card, and contactless payment options. In addition, the new model would allow the City to take advantage of complex rate scheduling functionality, allowing for dynamic pricing options to be programmed remotely in real time. These parking pay stations are built to withstand the harsh elements of the coastal weather with an upgraded modular, stainless steel design with rust/weather/graffiti proofing powder coating.

Figures 1 and 2 below show the proposed MS-03 Pay Station model, and a close-up of the model’s high-resolution color display touch screen, respectively. A brochure for the proposed parking pay station is also provided as Attachment 2.

9.C-1Council Agenda 11-1-2022

Figures 1 and 2. Proposed Replacement Parking Pay Station Model

Because the proposed new pay stations are an upgrade, they will be easily installed on the same platform and operate under the same technology. There will be little-to-no infrastructure cost to install these upgraded machines, and no new technology fees due to the City’s existing contract arrangement with IPS Group. As such, the purchase is being recommended as a “sole source” purchase since a product compatible with the City’s existing equipment is available from only one vendor, with whom the City has a current relationship. The IPS Group quote for replacement parking pay stations is provided as Attachment 1.A.

Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) authorizing the purchase of eight replacement parking pay stations from IPS Group in the amount of $68,915.37 in FY 2023.

FISCAL IMPACT:

The fiscal impact of approving the attached Resolution is an additional cost of $68,915.37 from the Parking Enterprise Fund. The FY 2023 Parking Enterprise Fund budget includes $69,999.62 for parking kiosk and meter replacement funds. The proposed cost of the eight parking pay stations is $68,915.37, leaving a $1,084.25 remaining budget balance.

The following table illustrates the budget, proposed cost, and remaining budget balance.

FY 2023 Parking Enterprise Fund Budget $69,999.62

Eight Parking Pay Stations $59,184.00
On-site Services $3,800.00
